you can upgrade all the airports you want, its the population that needs to be upgraded through education.
The people visiting these airports are mostly illiterate and destroy the atmosphere and the joy of landing in your home country.
The security agencies wake up after the airport is made and destroy it in the name of security by blocking off lanes and creating bottle necks and obviously lets not forget VIP LANE 1 AND VIP LANE 2.

Presently it's not possible to operate Boeing 777 category wide-body aircraft flights from/to Faisalabad Airport, this was disclosed by CEO PIA Air Vice Marshal Muhammad Amir Hayat in live interaction session with Facebook users on May 13.
There's payload restrictions for Airbus A320 flights operation between Faisalabad and Jeddah in summer/hot weather conditions. That's why airline's flights between Faisalabad and Jeddah are suspended.
PIA also intends to start Boeing 777 flights to/from Faisalabad when relevant facilities/arrangements become available at Faisalabad Airport.
Primary objective of runway upgradation was to make the landing smooth and to handle Boeing 777 wide body. Billions of rupees spent on project. Did factor of payload not considered when project was approved??
