According to PIA spokesperson:

* PIA ATR 72-500 registration AP-BKY is now on a parking bay at Panjgur Airport.

* The aircraft's repairs work has been completed.

* It will depart for Karachi after getting clearance from the relevant authorities.

According to news sources:

* Pakistan Air Line Pilots' Association (PALPA) has demanded transparent technical investigation of the incident.

* The completed investigation should be made public, PALPA demands.

* PALPA Executive Committee stands behind the pilot.

* Pilot saved lives of passengers and crew, says PALPA.

* PIA spokesperson says incident will be investigated in transparent manner including representatives of various departments of the airline.

According to a preliminary report on DAWN News channel, the aircraft overran runway because enough length of runway was not available to it to stop.

A passenger video reveals the aircraft landed long on runway 31 touching down past the taxiway to the terminal and overran the runway.

Panjgur incident exposes ‘preparedness of CAA’

November 12, 2018

KARACHI:
The poor handling of the situation arising out of the skidding of a Pakistan International Airlines (PIA) plane at Panjgur Airport the other day speaks of the inefficacy on the part of the Civil Aviation Authority (CAA), sources told The Express Tribune.

The relief operation after the accident involving the passenger plane also exposed the efficiency and preparedness of the Civil Aviation Authority (CAA), the country’s most profitable institution, said the sources.

They said that during the relief operation, the required machinery, like hydraulic crane and tug master, was not available. The services of a construction contractor had to be hired to bring the ATR aircraft back to the runway, they said, adding that an expensive aircraft was brought to the airport parking with the help of a tractor.

“The plane was brought back to the runway with ropes tied around it,” said the sources, adding that the aircraft was removed from the accident site with the assistance of a local contractor, instead of a tug master.

According to the international aviation laws, the CAA is supposed to assist in case of any accident.

The sources said that due to non-availability of the required machinery at the airport, it took more than 24 hours to take the aircraft out of the soft land.

The accident has made it clear as to why other airlines stay away from flying to Panjgur and other such air bases, according to the sources.

In his reaction, a spokesperson for the CAA said, “Since only ATR aircraft lands at Panjgur airport, there is no need for a tug master which is used to provide relief to larger planes.

He added that the responsibility for arranging the machinery in case of an accident rested with the concerned airline, and not the CAA.

Panjgur Airport is a domestic and partially international airport located in Makran division of Balochistan.

The investigation report has blamed cockpit crew of flight PK-517 for incorrectly landing ATR 72-500 (AP-BKY) at Panjgur Airport. Pilots landed the aircraft in the middle of the runway instead of at the start of runway. That's why the aircraft was unable to stop on runway.

Weather was clear/fine at the time of incident.

According to the international aviation laws, the CAA is supposed to assist in case of any accident.
Tribune need to verify the responsibility of removing disabled aircraft
OPPG AD 2.20.9 REMOVAL OF DISABLED AIRCRAFT FROM RUNWAYS: When an aircraft is wrecked on a runway, it is the duty of the owner or user of such aircraft to have it removed as soon as possible. if a wrecked aircraft is not removed from the runway as quickly as possible by the owner or user, the aircraft will be removed by the aerodrome authority at the owner's or user's expense.

Inept CAA is killing aviation in Pakistan. PIA can't maintain emergency / Aircraft removal equipment at the every Airport it operates. In this case, CAA should have ability as last resort to remove this faulty Aircraft, but off course they should bill PIA for this removal service.
