firstly, after installing packs you have to make the traffic using TTools....you dont just install the plane and be done with it....
I suggest check the pack you downloaded...is the model and .air file included
Then go to TTools, copy and paste the title of your AI plane (open aircraft.cfg you will see title=PIA xyz 123 - copy PIA xyz 123) as the next entry of aircraft in Aircraft030528.txt
for example, your AI plane is called PIA xyz 123
then you paste
AC#XX,290,"PIA xyz 123"
in Aircraft030528.txt, where XX is the next entry
Now go to avsim.com, download PIA flight plans ( search PIA or Pakistan in FS2004 flight plans) , open them and replace the aircraft number XX against its type in the plans.
Then copy paste the plans in FlightPlans030528.txt
open TTools, click Compile, wait for it to finish, open FS and enjoy!

The angle of arrival is inversely proportional to the probability of survival.
