this just in...
my dad just told me that a PIA 737-400 that has been leased..was landed "accidently" by the MNG crew at PAF base Masroor instead of Jinnah terminal...on realising their mistake..they took off and landed at Jinnah terminal where the crew was arrested by the intelligence agency and is currently under their custody..

Is it so easy to confuse the two? As far as I know they are at a good distance from one another.......
when you say MNG crew I assume its a Turkish crew and hence not too familiar with Karachi?

Also happened with a Philippine Airlines A300 in the 80's which landed at Faisal base, that too in broad daylight, and they were interrogated.

In Delhi a Saudi Arabian 747 made the same mistake some time in the 90's, they had to unload the passengers to allow it to take off from the limited length runway.

Damn embarrassing for the crew. I wonder what the passengers thought.

What's weird is that they must have asked ATC for clearance to land and ATC should have then picked up that they were heading to land on a different airstrip.

PK214 operated by MNG aircraft and crew did it this is what happens if you get cheap aircraft for lease it could have ended in a disaster if any flying or movement at FAISAL BASE and PIA would have got the blame and name in news :evil:

They are actually quite a distance away. Mixing up Jinnah and Shara-e-faisal is understandable due to their proximity.

Reminds me when of when my dad's company had to do a medivac flight to Iran. The flight planner wasn't able to secure clearence for flying over Pakistani airspace. Since they were short on time, they decided to proceed anyway. When they entered the airspace two F-6s intercepted them and escorted them when they were told to land. During the "interrogation" they were served hot tea and had to pay US$12K for the violation, then they were allowed to leave.

PIA flight lands at PAF Faisal Base

KARACHI, Dec 16:
A Boeing 737 landed on Friday at the PAF Faisal Base instead of the Quaid-i-Azam International Airport. Sources said that the Dubai-Karachi flight PK-214 of the Pakistan International Airlines, carrying 142 passengers, landed at the PAF base owing to pilot’s error and negligence of the air traffic controller at the Jinnah terminal.

The Boeing 737 was one of the five aircraft recently acquired by the PIA on wet lease from a Turkish company mainly for Haj operation. The aircraft carries the monogram of the Turkish company.

The sources said an inquiry had been initiated by the Civil Aviation Authority and the Turkish pilot, Erol Kastar, was sent to a pathological laboratory where his blood samples were obtained for test.

Under the international aviation rules a pilot is not allowed to fly if he or she has more than 20 milligrams of alcohol per 100 millilitres of blood. The rules ban pilots from having alcohol eight hours before reporting for duty.

The sources said that the PIA flight, which had the Turkish crew including a woman co-pilot, landed at the Faisal Base at 12:53pm. The security officials at the base immediately cordoned off the aircraft, which was later allowed to take off at 1:21pm for the Quaid-i-Azam International Airport. The plane landed at the airport at 1:33pm.

The sources said that the pilot contacted the radar approach controller when the plane was around 50 miles from Karachi for vectoring.

The aircraft was around four miles away from the Karachi airport, when the pilot informed the radar controller that he was visible with the runway, they added.

The sources said that the radar approach controller asked the pilot to change over his frequency to the control tower for landing instructions. The pilot contacted the tower controller, who gave him clearance for landing after ascertaining that the pilot was visible with the runway. However, the pilot landed the plane on the PAF base.

“The pilot seems to be unfamiliar with the layout of the Quaid-i-Azam International Airport, or he was not imparted necessary training by PIA,” they added.

The sources said that the pilot might have confused the runway of the Karachi airport with that of the PAF Faisal Base due to a recent change in the direction of landing and take off. Aircraft usually land from the Malir side, they said.

Insiders said the tower controller gave clearance to the pilot without actually seeing the aircraft. They said the air traffic controller was apparently overworked due to the extra-ordinary security arrangements on the runway for the prime minister’s plane, which was expected to arrive at 2pm.

The sources said air traffic controllers were already over-burdened due to staff shortage and many of them were not even getting their weekly offs for the past 25 days.

Meanwhile, a PIA press release said: “A Boeing 737 aircraft owned by MNG and flown by Turkish company pilots, on wet lease to PIA, flying from Dubai to Karachi, inadvertently landed safely at the PAF Faisal Base at around 12:50pm on Friday.

After about one hour and due coordination with the PAF, the aircraft was flown to Jinnah terminal. The cockpit crew had been withdrawn from flying duties with PIA.

An enquiry was being conducted to ascertain the facts.

PIA regretted the inconvenience that might have been caused to passengers and relatives as a result of the above inordinate delay, the press release said.

PIA flight from Dubai ends up at Pakistan Air Force base!

KARACHI:
A commercial flight of Pakistan International Airlines landed yesterday at the Faisal Base of the Pakistan Air Force.

Sources said the Karachi-bound flight PK-214, carrying 142 passengers from Dubai, landed at the military airport due to the pilot’s error and negligence on the part of the Air Traffic Controller of the tower at Jinnah Terminal. Civil Aviation Authority said it had launched an inquiry into the incident. A separate inquiry is also being conducted by the PAF.

The CAA said it had recorded the statement of pilot Erol Kastar, a Turkish, whose blood samples were also taken for dope test.

The PIA, which acquired the plane from a Turkish company on a wet lease early this month, has grounded the pilot.

As per international aviation rules, a pilot is not allowed to fly if he or she has more than 20 milligrams of alcohol per 100 millilitres of blood in the system. The rules ban pilots from having alcohol in the eight hours before reporting for duty.

The sources said the plane, which had Turkish Airline monograms, landed at the Faisal Base around 12.53pm. “It was immediately surrounded by the security officials, who later allowed it to take off around 1.21pm and it landed at the Quaid-i-Azam International Airport around 1.33pm,” they added.

The sources said that Air Traffic Controller at the tower gave the pilot clearance for landing even without seeing the aircraft, which had the symbol of the Turkish company on it.

They said the Turkish pilot was not well-versed with the layout of Karachi airport's runway either. "The pilot confused the runway of the Karachi airport with that of PAF base due to the recent change in the direction of landing and taking off," they added.

A similar incident happened a couple of years ago when an Egyptian commercial flight erroneously landed at the Faisal Base.

The Air Traffic Controller is said to have been overworked due to the extraordinary security arrangements being made on the runway for the Prime Minister's visit, which was expected at 2pm.

The insiders said the Air Traffic Controllers were already over-burdened due to the shortage of staff as there were only 90 Air Traffic Controllers against the required strength of 120.

They said the Air Traffic Controllers were working for eight to 10 hours without a break against the rules and recommendations of International Civil Aviation Organisation (ICAO).

Under the ICAO recommendations, an Air Traffic Controller is not supposed to work for two continuous hours and he has to be given at least half an hour break after every two hours of work.

One good thing to come out of this is that they've realised the controllers are being overworked. 10 hours continous without a break! - that's just waiting for an accident to happen.

Out of curiousity, does Jinnah Int and Drigh Rd airbase share a common VORTAC due to their close proximity?

I dont think so that they share VORTAC.

With yet another incident with crew mistaking airfields, it highlights the role that it is about time CAA take some responsibility and come up with a instrument procedure for the easterly Runways 07L and 07R. Karachi is the busiest airport in Pakistan. It is totally unacceptaable for PIA the home airline and similarly other operators to fly into Karachi with approach procedures for only the westerly Runway 25 L and 25 R.
What is stopping the CAA providing an instrument approach for 07 L & R
It will not only enhance the safety profile of the airport and allow more flexibility in arrival and movement of aircraft when 07 is in use.
As the wind changes to a land breeze , the use of easterly runway 07 increases and the chances of pilots unfamiliar with Karachi calling the incorrect runway in sight. Our Karachi controllers are well experienced and should share responsibility by correctly positioning the aircraft on the extended centre line of the landing runway. What may have occured is that the pilot called Faisal airbase runway in sight and the controller ( without correctly confriming) handed over to tower , thus losing the chance to correct the final heading change to line up onto the correct runway.
If the CAA can't be bothered then it should be incumbent on all operators to push the Pak CAA in establishing safe operational proecdures for all available runways in Pakistan. Another accident /incident that is waiting to happen is the "Crazy Jalay-bee " approach at Peshawar. When will the CAA and the Airforce come up with a straight in approach for Rwy 35 and 17

Hello Valkyrie,
Just to elaborate on your query the Runways alignment for QIAP and Faisal base are 07 and 08 respectively. The OPKC is served by a VORDME 112.1 MHZ and Faisal may have the military version known as TACAN operating on a different frequency within the VHF spectrum.

In winter due to changes in the wind direction the runway in OPKC is switched over from 25R/L to 07L. Comming from the east one does an ILS with a circle to land 07L mostly radar vectored, where arrival from the west has no published instrument approach. Your best bet is to have the radar assist you untill you're certain that the runway ahead is the 07L and further can be confirmed by the inbound course of 074 degrees magnetic backed up by the KC VOR.

The problem arises with early arrivals and the sun comming up along with the winter haze and ofcourse the circadium rythm all toppled and fatigue set in, one can easily mistake Faisal field as QIAP and the rest is history.
However the Karachi Instrument charts clearly states not to mistake Faisal with QIAP.

if you look at this picture you can see the location of the 2 airfields. the one in the upper right corner is KHI and the one in the lower left i believe is PAF Faisal. Not too much distance between the two from what you can see here. But then again what was the ATC doing when this aircraft was on approach etc. Kinda makes you wonder doesnt it?
