A merger between three private Pakistani airlines could create a stronger single airline.
Air Sial and FlyJinnah both have 5 A320s each, with Air Blue has 5 A320s and 7 A321s.
Combined the single airline will have 15 A320s and 7 A321s plus the license to fly international.
The single airline will be strong enough to face foreign airlines as it starts flights to UK, Europe and even the US.
On their own the three airlines will not progress that much, as we can see with Air Blue it has been operating since 2004 and in 20 years has reached a fleet of only 12 planes.

I really doubt Competition Commission of Pakistan would allow that.
