What happen PIA did not receive new B787-9 after Boeing switched from 5 x 77W to 8 787-9?

I remember PIA ordered 5 x new 777-340ER then Boeing changed from 5 x 77W to 8 x 787-9 but why what happen PIA did NOT receive new 787-9? surprised Air India ordered new brand 10 x 777X 779 also surprised Biman Bangladesh Airlines got new 787 better service. Perhaps maybe PIA's money problem? Yes in Pakistan's business class airport tax very expensive Rs.250,000 to all tickets other passengers used Economy class ticket same me used Economy class ticket but in Pakistan all airport do NOT allow free of charge UPGRADE from Economy class to Business Class when overbooked or full seat in Economy class unless passengers have to pay Rs.250,000 to Pakistan airport tax charge fee.
