PIA Seeks Service for FAA/EASA Approved Modifications on Aircraft

PIA invites proposals from European Union Aviation Safety Agency (EASA) / Federal Aviation Administration (FAA) Part 21 design organizations as service providers for major and minor modifications/repairs engineering solutions on ATR, Airbus A320 and Boeing 777 aircraft in PIA fleet.

Scope of Pre-Qualification

Pakistan International Airlines Corporation Limited (PIACL) invites “sealed proposals” from interested service providers for the “Pre-Qualification of European Union Aviation Safety Agency (EASA)/Federal Aviation Administration (FAA) approved Part-21 Design Organization for major and minor modifications engineering solution having scope of cabin reconfiguration and interiors, galleys, emergency equipment, avionics equipment & systems, aircraft livery, in-flight entertainment and communications (IFEC) system, seat modification, structural repairs etc. on PIACL Boeing 777/Airbus A320/ATR Fleet’’.

Services must include following:

* Complete EASA/ FAA approved Part-21 Design Organization engineering data package for PIACL B777/A320/ATR fleet for major/minor modification and/or repair which includes, but not limited to, modification Service Bulletins (SB's)/Engineering Order, repair procedure, European Union Aviation Safety Agency (EASA)/Federal Aviation Administration (FAA) repair approval document, engineering/repair drawings, electrical load analysis, weight and balance change, structural stress analysis, effect on noise level, man hours calculations, special tools requirement etc.

* Instructions for Continued Airworthiness (ICA) including, but not limited to, maintenance and operational document supplements and scheduled maintenance requirements at the time of issuing design/repair solution.

* Modification kits in accordance with design solution requirement with EASA Form-1/FAA Form 8130-3.

* Repair approval document should include repair categorization and repair classification.

* Technical assistance to PIACL for acquiring Pakistan Civil Aviation Authority (CAA) approval of design/repair solution prior to incorporating the design on aircraft.

* 24/7 technical assistance during modification/repair on PIACL aircraft.

* Design Organizations Approvals (DOA) shall ensure continuing airworthiness of the modified PIACL aircraft and subscription of PIACL for distribution of upcoming AD/SB/EO/CAIs, etc. or any other relevant document within the engineering work scope.
