The ex-qatar guy is not there out of choice, in fact now there is one ex PIA guy who has recently joined as Captain A320 his total airline time is 10,000+, so 1500 hours total is no experience when it comes to high performance fly by wire jets, airlines have to pay hefty premiums if this is the experience level on their flight decks.
Secondly with virtually no airline flying experience or background training costs sky rockets and all this adds up to one major expenditure along with the high risk factor for a start up company, one slip up can bring every thing down. Therefore it's not as simple as it appears a lot of complex multiple factors are involved that determine the eventual outcome in the dynamics of an airline flight ops.
