Is this RAT bay (Ram air turbine hatch and bay?).....i don't remeber seeing something of this type on B777-200 series.

Look at the Pakistan Flag in one of the tail close ups. It seems as the the designer of the livery deliberately selected a place which is not very prominnant. On the aircraft, usually the Flags are either on the tail fin or on the sides of forward fuselage.
The current PIA livery first eliminated the word PAKISTAN from the sides as in the last livery and then in the garb of designer tails they kicked away the flag.
Perhaps PIA wants to dis-associate its image from Pakistan, a conservative, third world country......enilghtened moderation indeed.

Fleet upgradation sometimes puts a lot of pressure on airline's finances, specially if it gets synchronized with unprecedented high fuel prices. The order for this plane was placed about 3 years ago.
You have to keep investing for the future even if times are not rosey now, otherwise the future will not be any better.
