12+ years is considered an adult for air travel so yes an adult can travel alone.

in aviation, a passenger within 2y and 12y is taken as Child passenger which require adult supervision for travel and if there is no adult to accompany a child then the child is given under supervision of airline for the whole period of travel until the child passenger reaches the destination and handed over to the beneficiary as stated the time of travel booking, i am stating this as i personally travel with PIA on Doha-Karachi-Lahore sector under supervision of PIA in 80s when i was a child.

Correct. For below 12, you have to book as unaccompanied minor.
