
USA's Federal Aviation Administration (FAA) team is expected to visit Pakistan in February/March 2025.
Restoration of Pakistan safety rating by FAA to Category 1 from Category 2 is expected after FAA team's visit.
Category 1 rating means the country’s civil aviation authority complies with International Civil Aviation Organization (ICAO) standards. This rating allows air carriers from that country to establish service to the United States and to carry the code of U.S. carriers through codesharing arrangements.
Air carriers from countries with Category 2 ratings are not allowed to initiate new service to the United States, are restricted to current levels of existing service to the United States, and are not permitted to carry the code of U.S. carriers on any flights.
On July 15, 2020, FAA announced that Pakistan has been assigned a Category 2 rating because it does not comply with ICAO safety standards under the FAA’s International Aviation Safety Assessment (IASA) program. At that time, no airline from Pakistan was operating regular scheduled flights between Pakistan and the United States.

PIA operated its last flight from New York on October 28, 2017. The service was ended due to losses reported by the airline. At that time PIA was operating once-a-week Boeing 777 flight PK711 every Saturday from Karachi to New York via Lahore & Manchester.

Under IASA, the FAA assesses the civil aviation authorities of all countries with air carriers that have applied to fly to the United States, currently conduct operations to the United States, or participate in code-sharing arrangements with U.S. partner airlines. Pakistan Civil Aviation Authority (PCAA) provides aviation safety oversight for Pakistan.
After signing a Memorandum of Understanding (MoU) with FAA, Pakistan CAA is preparing to clear relevant fee payments to the FAA. This agreement lays the groundwork for addressing financial issues and achieving compliance.
