UAE General Civil Aviation Authority (GCAA) is visiting Pakistan to review safety/security arrangements at the airports of the country for flights to UAE.
The UAE GCAA team will visit Islamabad Airport from June 25 to 27 to inspect implementation of various security measures at the airport.
Later, the UAE GCAA team will visit Karachi Airport from June 2 to 5 for security assessment of Karachi Airport.

Every country visiting Pakistan for security arrangements, have we ever considered to visit other countries to check the security arrangements from where the flights to Pakistan are originating?

UAE General Civil Aviation Authority (GCAA) team during visit to Islamabad Airport Cargo Complex reviewed arrangements and facilities for scanning of cargo items carried by Etihad Airways flights from Islamabad to Abu Dhabi.

So this appears nothing to do with interest in outsourcing of Pakistani airports, as reported by the press. Unless that is a different visit.
