i think the number of people (rich, middle , poor) class leaving Pakistan is getting huge... people going to Middle east, Europe and literally to places other than Pakistan.. No doubt Dubai is one such destination...this might be reason for Flydubai starting the flights.

Will this also mean that AirSial will now be allowed to operate to the UAE, given that their first international flight was to Dubai from Lahore, and after that these plans were abandoned?

The fact that CAA was able to keep flydubai out of ISB and LHE markets for so long, this was long coming especially after the entry of Airsial and Flyjinnah as both airlines would want to expand their operations to DXB.

Probably because Emirates carries more transit PAX from ISB than SKT and wants to offer premium experience.

Riyadh Air would take some time, the airline seems to be not ready anytime soon for extended operations.
