On 25th April Ethiopian Airline performed back and forth flight to Islamabad using Dreamliner ET-AOU.. was it normal commercial flight or UN flight?

Most likely chartered flight.

Not just on the 25th but rather I've noticed Ethiopian has been operating to Islamabad on several occasions since the past few months. I wonder who is chartering these flights.

On April 25/26 Ethiopian Airlines Boeing 787 (registration ET-AOU) apparently performed chartered flights for transporting UN Peacekeeping Force.

The aircraft performed flights between Goma (Democratic Republic Of The Congo) and Islamabad via Addis Ababa (Ethiopia).

Chartered PIA Boeing 777 flights also transport Pakistani UN Peacekeeping Force contingents to/from Goma.
