Why too many rounds even though Lahore had only 3 departures in half an hour slot around this flight
it arrived near Lahore at 8:23 and landed at 9:21
what could be the issue a few days before PIA Baku to Lahore flight was an hour late due to go-arounds(it departed on time)

You can check the METAR for the relevant time period to check if weather was bad. Arrivals and departures have different priorities when it comes to weather
Make the 100% correct decision 100% of the time.

Bad weather overhead the airfield. AirSial-145 was also holding for 20 minutes before they landed.
