Yes, registration of not taken up aircraft can be used for another aircraft.

AP-BGY looks stunning in the full livery, hopefuly all of PIA’s fleet gets that look. There is nothing wrong with it

AP-BGY looks stunning in the full livery, hopefuly all of PIA’s fleet gets that look. There is nothing wrong with it
what is so stunning about a livery that is a mixture of the 1970s and 2004 and 2010 liveries all mixed up.
The green and gold stripe from 1970s along with a cramped Pakistan International from the same era.

Four Airbus A320s expected to join PIA fleet this year as dry leased aircraft for six years.
1st in July 2021
2nd in August 2021
3rd in October 2021
4th in December 2021

It seems that number of aircrafts in fleet of PIA is going to remain same as well as their mechanism of acquisition, i.e., dry lease

July 6 photo of Seraph Aviation Airbus A320 registration OE-IOT ferry flight from Goodyear (USA) to Perpignan (France) via Bangor (USA) & Keflavik (Iceland). It was stored at Goodyear from March 31, 2020, to July 5, 2021.
Aircraft expected to join PIA fleet as dry leased aircraft for six years.

Why would PIA replace BGL and BHW, both are owned by PIA.
Obviously the aircraft being replaced are the two dry leased BMG and BMH.
The newer dry leased A320s will replace some of older dry leased A320s in PIA fleet.
Abbas there was a statement by PIA in the press that four A320s will replace two 777s.

On September 4, Airbus A320 registration OE-IOR performed 3 hours & 30 minutes test flight from & to Perpignan Rivesaltes Airport, France.
Maximum altitude gained by the aircraft was 39,050 feet.
