According to preliminary crash investigation report excerpts on ARY News:
Cockpit crew did not follow procedures.
Cockpit crew was overconfident.
The aircraft should have been stopped when it touched the runway surface with retracted landing gear. Engines damaged by hitting runway surface failed after aircraft climbed again.
The aircraft was not handed over to control tower by approach control.
Damage engines' debris was also not removed from runway when the aircraft was making another attempt to land.

Aviation Minister Ghulam Sarwar Khan has presented preliminary report to Prime Minister Imran Khan.
The Aviation Minister will also present the report in the National Assembly today.

Did they blame (if true) ATC to neutralize some of the pressure on the pilots here?

Preliminary crash investigation report prepared by Aircraft Accident Investigation Board (AAIB) to be presented by Aviation Minister Ghulam Sarwar Khan in the parliament on June 24.
According to preliminary crash investigation report excerpts on various news channels:
Cockpit crew did not follow procedures.
Cockpit crew was overconfident.
Cockpit crew did not follow procedures and ignored ATC instructions.
ATC failed to force cockpit crew to follow instructions.

PIA Airbus A320 (AP-BLD) engines scraping Karachi Airport Runway 25L. The A320 with damaged engines climbed again and crashed into a residential area near Karachi Airport.
Two aircraft were allowed to land on Runway 25L before removal of PIA A320 (AP-BLD) engines' debris from the runway.

Whatever is being leaked through media on PK8303 preliminary report makes a mockery of aircraft accident investigation process. As per industry practice and ICAO Anex 13, preliminary report is published within 30 days of an accident. It is generally a factual account of events i.e what happened. Why it happened and safety recommendations are left out for final report, unless there is some airworthiness issue involved. Declaring the cause
of crash and even assigning blame at this stage is too pre-mature. I fear this preliminary report will kick up an unnecessary debate , and as usual there would be court cases, exchange of arguments, claims and counter claims by affected parties. Soon there will be a association of victims families going to the courts, stay orders etc etc.

In the still photos in the above post , is that a fire shower when engines came in contact with the hard surface ?.
Airplane is flown with brain not with stick and rudder.

According to news sources, quoting preliminary investigation report:
During the first landing attempt, cockpit forgot to lower landing gear because they were busy in controlling aircraft's speed.
The landing gear was working alright and extended during second landing attempt.

Air traffic controller who handled PK8303 even after its crash remained on duty till 7:00 PM. Under a standard operating procedure (SOP), he should have been relieved of duty for investigation/questioning.
The aircraft with retracted landing gear touched runway and scraped engines starting from the middle of 9000 feet long runway.
