Pakistan International Airlines (PIA) invites interested parties with "sealed bids" on "single stage two envelope basis" for the development of indigenous In-flight Entertainment (IFE) solution according to existing IFE system and to be certified from competent authorities before installing on PIA owned eight Boeing 777s.

* IFE will be restored through indigenous plan prepared by an officer of Pakistan Air Force (PAF), this was disclosed by CEO PIA Air Marshal Arshad Malik at a press conference on January 15.

* Later in January, a special one-off grant of PKR 485 million was approved by the government for domestic repair and upgrade of the IFE system of Boeing 777 aircraft owned by PIA.

* Eight Boeing 777 aircraft owned by PIA are:

3 x Boeing 777-200ER (AP-BGJ, AP-BGK & AP-BGL)
2 x Boeing 777-200LR (AP-BGY & AP-BGZ)
3 x Boeing 777-300ER (AP-BHV, AP-BHW & AP-BID)

What about AP-BHX? Wasn't it bought from ILFC?

A. Introduction:

Pakistan International Airlines requires economical and indigenous IFE solution for eight (08) airplanes of its Boeing 777 fleet. This requirement is for three (03) 777-200ER, two (02) 777-200LR and three (03) 777-300ER. This may be an upgrade of existing IFE system must be certified for currently installed seats within proposed lead time. Existing IFE system and seating configurations are given below:

Business Class: 35 Seats M/s Avio Interior model EVA/Persus seven (07) abreast 2-3-2 configuration. 10.4” screen size and Passenger Entertainment (PES) and Passenger Service System (PSS) are controlled via remote. AC outlets are available on each seat.

Economy Class: 275, 294 and 358 M/s RECARO model 3410; 318 series with nine (09) abreast 3-3-3 configuration in 200LR, 200ER and 300 ER respectively 9” and 6.4” screen size in seat back and in arm seat respectively, Passenger Entertainment (PES) and Passenger Service System (PSS) are controlled via remote.

In-Flight Entertainment: M/s Panasonic (3000/3000i) from Nose to Tail.

B. Statement of Work:

Statement of work (SOW) for retrofit modification is given below:

1. Required Configuration:

i. Screens:

a) The screen on existing mounting points. Less weight screens will be preferred.
b) Capable of PSS operation for attendant calling and turning Reading Lights On and OFF.
c) Keeping in view Business class passenger comfort, screens should be remotely controlled. Remote controlling for Economy Class screens will
be considered additional value.
d) New screen may be powered from existing aircraft system fulfilling all necessary regulatory requirements.

ii. Overhead Screens:

Overhead Monitors for each zones.

iii. Seats:
Seating configuration will remain same as explained in Para A.

Total Business Class seats = 280
Total Economy Class seats = 2506

iv. Server:
a) Complete Redundant Head end/Core System
b) High Media Storage Capacity,
c) Effective operating & Troubleshooting Crew Interfacing Terminal
d) Integration with aircraft systems for Moving Map Display.
e) Capable of broadcasting auto announcements and turning off the screens In case of emergency e.g. Cabin Decompression.
f) Single Point source for uploading and distribution of content onscreens.
g) Built-in Test for all system LRUS for data logging.
h) Open integration capability as per technology advancement e.g. Passenger Service System (PSS) Passenger Addressing (PA), Landscape Camera feed in seat back screens and Internet connectivity.

v. Software & User Interface (UI):
IFE system provider will also provide operational and User Interface (UI) software as per PIA requirement. Cabin system data base may also be
change if required.

vi. Bring Your Own Device:
Transmitting pre-loaded content on passenger portable devices via Wireless Access Points (WAPs).

2. Spare Support: 10% of hardware to be included as Spares
3. Turnkey Support: One stop shop is preferred

Note: Sample monitor should be available after announcement of successful bidder
Note: IFE system provider shall provide the capability of loading / un-loading of the desired contents in the Server to PIA
Note: Support during installation on aircraft and commissioning phase.
Note: Existing IFE LRUs may remain available to support PAA and PSS (If Required)

The eight Boeing 777 aircraft owned by PIA are:

3 x Boeing 777-200ER (AP-BGJ, AP-BGK & AP-BGL)
2 x Boeing 777-200LR (AP-BGY & AP-BGZ)
3 x Boeing 777-300ER (AP-BHV, AP-BHW & AP-BID)

According to following corrigendum in June 21 newspaper, following changes have been made in the TORs and Bidding Documents respectively:

Eligibility for Participants: PIA invites local firms having sufficient expertise (may be with collaboration of international sourcing) and they must quote in local currency (PKR-Pak Rupees) only.

All other contents of notice shall remain unchanged.

PIA Seeks Financial Assistance from Government to Improve IFE

Pakistan International Airlines Corporation Limited (PIACL) has sought cash support from the federal government to improve in-flight entertainment (IFE), sources close to Aviation Minister told Business Recorder.

PIACL has argued that in order to improve the passenger travel experience, a cost effective in-flight entertainment (IFE) be made available for this purpose. PIACL has embarked upon a program to indigenously develop the IFE system which will not only save substantial cost for PIACL but will also save precious foreign exchange. The cost of this project, initially estimated at Rs 485 million, has now been increased for the following reasons: (a) when the project was initiated in November 2018, the estimated cost Rs 485 million for Boeing 777 aircraft was based on $ 1= Rs 132.50; (b) in May 2019, with 14 per cent increase $ 1= 151.00, the funding requirement was raised to Rs 553 million; and (c) PIACL has therefore requested for Rs 600 million which will have cushion to adjust further fluctuation in $-rupee parity.

Seven Hundred Million Rupees Approved to Upgrade PIA Boeing 777 IFE System

Islamabad: July 17, 2019


Adviser to Prime Minister on Finance and Revenue Dr. Abdul Hafeez Shaikh, chaired the meeting of the Economic Coordination Committee (ECC) of the Cabinet, here today.

The ECC allowed Pakistan International Airlines Corporation Limited (PIACL) to make a re-appropriation in its already approved budget of Rs.24 billion for upgrading in-flight entertainment (IFE) system of its eight Boeing 777 aircraft. The project will cost Rs.700 million. It was also briefed during the meeting that the measures will improve the occupancy of the airline to 80 percent from the current level of 70 percent.

Maybe 'Avionics Solution' in someway related to Avionics Services of Pakistan Aeronautical Complex (PAC).

IFE will become functional on all PIA Boeing 777 aircraft in next six months, according to airline's CEO Air Marshal Arshad Malik.

Well it is nearly six months since the announcement was made and I think not a single aircraft has functioning IFEs.

The CEO said all aircraft will be equipped with such equipment, what happened the government dished out 70 crores for the project.
