No reports were made public that what happened to Ap-Bkw. What did the engineer or the maintenance guys do wrong .

The incident at Gilgit is not maintenance related. Engineer at Karachi and engineer at Rawalpindi cannot make the same mistakes at every station.

If a touchdown is desired at the threshold or few yards away in long straight in approach a stable and a smooth approach planning starts several miles far out from the threshold , not when very close to the runway and speed exceeding the reference speed.

In the European and American airline industry standards pilots are not sent back to sim or on actual aircraft for learning approach and landings ( not limited to approach and landing only )
once they are certified , they are shown the door out.

Regarding PIA ATR 42-500 (AP-BHP) incident at Gilgit Airport, Senate Standing Committee on Aviation meeting on October 23 was told that airline's internal inquiry found that there was no technical problem in the aircraft and the burden is on the pilot because she landed with high speed and she should have done a go around.

The committee was told that that the pilot is a thoroughly trained pilot and an instructor as well and there is no competency or experience issue. She, however, has been suspended till the completion of inquiry.

What is 'internal inquiry'. Why should senate committee interfere once the accident investigation is underway as per CAA/ICAO regulations. How can airline give a verdict like this. Regardless of fact that it was or wasn't pilot's fault, they have given a guilty verdict.

Pilot held responsible for PIA plane skidding off runway

ISLAMABAD: Advisor to President & CEO Pakistan International Airlines (PIA), Air Vice Marshal Noor Abbas informed a meeting of the Senate Standing Committee on Aviation on Wednesday that a pilot was responsible for the PIA plane skidding off the runway at Gilgit airport on July 21.

Discussing the issue, he said that though experienced and familiar with Gilgit airport, she landed the flight PK605 ‘hot’ (at high speed) with 50 passengers and crew members on board.

“We are waiting for a final report from the safety board,” the senior PIA official said, adding that some technical faults were also found with the ATR aircraft, but its brakes were fully functional.

The matter was still under investigation, he said.

The English translation maybe corrected as "Inquiry" instead of "airline's internal inquiry", because it is not being reported by a technical person or entity. Said reporting media "UrduPoint" is not technically sound to report such matters.

But for general understanding, be noted that such investigation(s) always performed by Safety Investigation Board (SIB) along with pre-designated PCAA officials and designated member(s) from the operator of aircraft, involved in an incident or accident. SIB lead the investigation in accordance with the ICAO standards. Somehow, as per local laws PCAA is a semi-autonomous body reporting to the Federal Government through Aviation Division and SIB also report and work on the directions of Federal Government. Even SIB can not start an investigation until Federal Government provides a formal approval. Here, members of Senate's Standing Committee hold right to ask on behalf of Federal Government or as an independent authority as per Constitution of Pakistan.

The Gilgit accident happened due to pilot error, the inquiry is in process and its final report will be presented by the end of this year, informed Aviation Minister Ghulam Sarwar Khan in the National Assembly today. The aircraft made approach from higher altitude.
