TAECO is HAECO’s Mainland subsidiary and most of Cathay Pacific ‘s heavy maintenance is done there due to cheaper labour costs, It’s only a 90 minute flight from Hong Kong

What do you think when the upgrade has been finished? I am thinking to book a PIA Business Class flight from CDG in January 2019 and would need to consider this.

^ First B777 expected to undergo cabin upgrade program in last quarter of 2018 and be ready by the start of 2019.

But, such plans/programs can get changed/cancelled with the change of government or PIA management by that time.

PIA plans a lot, but execute less or wrong and results ultimately ZERO/Loss.

Statement of Work:
Pakistan International Airlines (PIA) is seeking integrator services which includes (certification (FAA, STC), engineering (working instruction/engineering order) and required modification kits, on-site liaison support, ground and flight testing) for retrofit modification on its five Boeing 777 airplanes, statement of work (SOW) for retrofit modification is given below:

Existing Configuration:
Business Class: 35 M/s Avio Interior model EVA/Persus 2-3-2 abreast configuration.
Economy Class: 275 and 294 M/s Recaro model 3410 and 318 series with 3-3-3 abreast configuration in 200LR and 200ER respectively.
In-flight Entertainment: M/s Panasonic (3000/3000i) from nose to tail.
Lavatories: M/s JAMCO ten lavatories in -200LR and twelve lavatories in -200ER

Proposed Configuration:
Business Class: 24 M/s Stelia model Solstys1 full lie bed, 1-2-1 abreast configuration.
Economy Class: Approx 315 M/s Zodiac model 5751, 3-4-3 abreast configuration.
In-flight Entertainment: M/s Panasonic IFE eX3 system with screen size of 16" in Business Class and 12" in Economy Class and Global Communication Suite (GCS) for connectivity (internet + telephony)
Lavatories: Only aesthetic looks revamping of exisiting lavatories.

PIA shall be responsible to supply Buyer Furnished Equipment (BFE) corresponding to the cabin configuration such as seats, IFE, lavatories kits, PSUs and cabin lights.

Relocation of the existing reading light assemblies, oxygen box assemblies, sign assemblies etc. and the installation of new spacer panels throughout the cabin as required to accommodate additional rows and centre column passengers. Installation of new PSUs panels, info signs and OEUs as per requirement.

The required tests after modification such as harmonics testing, Ground EMI testing and TPED testing etc. must be included in engineering instructions and assistance in performing tests is required at designated MRO facility.

Certified and conformed electrical design installtion including load management.

Ensure configuration control by documentation

* Flight manual changes.
* Maintenance manual changes.

Test all installations and interfaces.

Engineering and Administrative Support:
The program requires regular attendance trendiness integrator in the preparation PIA would like a program manager assigned to this project that we can liaise with. Pre-modification meeting: one month on weekly basis in advance of each mod steps with the representatives from planning, engineering and materials to review readiness for the performance of the modification.

Integrator assistance (liaison on site) is required for modification and post modification testing on prototype airplane at designated MRO, required days will be finalized at the time of contract and should be part of the commercial proposal.

Due to cabin re-configuration any alteration required for Emergency Equipment (EE) for additional passenger accommodation must be included in engineering instructions.

Minor changes on monuments including all touch labor (if required) to accommodate seats on bulkhead and EE should be included in instructions on when and where required basis, this change must be included in commercial proposal.

Modification kit's breakdown must be provided along with its itemized cost and exclusive of the certification cost and should be part of the commercial proposal.

Milestones achieved summary report should be shared containing all relevant information such as marked action list and target dates assigned for individuals.

If integrator is contracted with other party, kindly provide the work flow with the sub-contractor and integrator is responsible for the sub-contractor performed tasks.

During project, integrator is required to identify risk and complementary plan to resolve the risk.

Proposal Format:
It is requested to provide commercial and technical proposals along with the following documentations:

Design approval (FAA)
List of approved STCs obtained for cabin refurbishment and IFE upgrade
Define aircraft down time and provide schedule
Submit an integration plan

Only possible if anything is left from the recent government injection of 19 billion rupees which is probably going into paying salaries and other pressing payments.

Is this project still on the radar for PIA or completely dead in water? There wasn't any indication of it in the most recent interview with the CEO at least.
