According to June 21 PTV News report, construction of Islamabad Metro Bus track from Peshawar Morr to New Islamabad International Airport will be completed before opening of the airport on August 14, 2017.

Metro Bus project completion to face further delay

Islamabad-A project to extend the Metro Bus from Peshawar Morr to the Islamabad International Airport is going to miss another deadline of December 2018, which was earlier set for its completion.
The project is facing continuous delays since August 2017, which was initially slated as its inauguration date by the previous government of Pakistan Muslim League-Nawaz (PML-N).
Sources inside the National Highway Authority (NHA) informed that the liabilities on account of this project surged up to 1.5 billion due to which the pace of development work on ground is quite low.
When contacted, the Project Director Metro Bus Project Samiulla Chattah informed that almost ninety percent work including the corridor and structures is completed while the finishing work on the metro stations still remains.
He however accepted that the project would not be completed before the end of December as there are inadequate funds for the project since June 2018.
“We need only three months to complete the project, if we have an uninterrupted flow of funds”, he maintained.
The 25.6 kilometre-long extension to the Islamabad Metro Bus project was approved in January 2017 to link the new Islamabad International Airport (NIIA) to the capital. The project was to be completed in August 2017 but was further extended to December 2017 and August 2018 while its last deadline was December 2018.
The project includes the construction of a dedicated, two-lane, signal-free corridor — 9.60 – 10.40 meter wide sections on the ground and in trenches and 22.50 – 23.70 meter at stations.
Moreover, a three-lane carriageway with shoulders on either side of the metro corridor from the Golra Morr Interchange to the Grand Trunk (GT) Road Interchange are also its part to ensure the free flow of traffic and turnings along with the construction of flyovers and underpasses on existing roads and allied works.
On April 12, 2017, the ECNEC had approved the project at a rationalised cost of Rs16.428 billion against the proposed cost of Rs16.86 billion.
An amount of Rs.12.22 billion was spent on said project in financial year 2017-18 while remaining Rs.4.22 billion was allocated in Public Sector Development Program (PSDP) of 2018-19.
However, the interim government and subsequently the incumbent government did not release the funds that were otherwise allocated in the budget. Resultantly, all ongoing projects including Metro Bus project missed its planned progress timeline.
Besides that, it is also unclear that who will operate the bus service once the structure is completed as both National Highway Authority and Capital Development Authority (CDA) are shifting the burden on each other—citing the reason that to operate a bus service is not their mandate.
The Punjab Metro Bus Authority is running a similar bus service on the Rawalpindi-Islamabad route, but the authority refused, saying it is financially non-viable.

CDA given go-ahead to start metro bus service from Peshawar Mor to airport

ISLAMABAD: Uncertainty that prevalled over starting metro bus service from Peshawar Mor to Islamabad International Airport finally ended after the federal government gave a go-ahead to the Capital Development Authority (CDA) to run the service.
`On the direction of the federal government, the CDA will purchase 30 buses, which will be operated through a private contractor,` Special Assistant to Prime Minister on CDA Affairs Ali Nawaz Awan said.
He said the bus service will be started on priority basis.
`During our two years in government, we launched several mega projects, such as G-7/G-8 interchange, Barma bridge, and Koral and PWD underpasses. Soon people will see buses plying on the metro tracks as well,` he said, adding that the CDA had been asked to complete PC-I for procurement of buses.
The special assistant said the National Highway Authority (NHA) which had been executing the project of the metro bustrack, had almost completed its work. `It (NHA) is giving final touches to the project,` he added.
When contacted, CDA Chairman Amer All Ahmed said a team of the civic body had started preparing PC-I.

He said a meeting was held in the office of Special Assistant All Nawaz Awan where modalities of this model were discussed.
`The model of the metro bus service includes fleet acquisition, IT, security surveillance, construction of allied infrastructure, and command and control centre,` he said, adding that operation andmaintenance would be outsourced through four different service contracts.
He said the initial estimate showed a deficit of Rs273.32 million per year which shall be capped by the federal government and CDA.
Sources said the CDA and the federal government were also considering to request a friendly country for 30 environ-ment-friendly electric buses for Islamabad free of cost.
Sources said during the meeting, the proposed fare was also discussed and it was suggested that Rs50 should be charged from Peshawar Mor to G.T. Road and Rs100 from Peshawar Mor to Airport.
However, the final decision will be taken at a later stage,sources said.

Re: Buses to be Purchased to Start Metro Bus Service for Islamabad International Airport
I do apologise but I wanted to use this forum to send a message to the govt and those concerned in the CDA that the buses in question should be manufactured in Pakistan as there is ample capacity in the country to do so. If however, the electric buses are not manufactured in Pakistan then those should be assembled in the Country under TOT agreement.
With regards to the govt looking for supply of free buses from a friendly country, have those people no shame?
Are we going to be international beggars for ever or are we going start looking at depending on our own resources. If you can't afford to buy those buses then do without those!

ISLAMABAD: The National Highways Authority (NHA) told the Public Accounts Committee (PAC) on Thursday that the Islamabad metro bus project from Peshawar Mor to the Islamabad International Airport (IIA) will likely be completed by next month.
NHA Chairman Sikandar Qayyum told the PAC that all four stations, road infrastructure and related facilities of the metro bus service would be completed in August and it would be handed over to the Capital Development Authority (CDA) without further delay.
However, Mr Qayyum said it was up to the CDA and the federal government to make arrange-ments and pick a date on which buses would start running on this route.
Civil work on this project was completed nearly a year ago, and has been deteriorating due to harsh weather since. The only work being carried out is the finishing of bus stations by contractors.
The NHA, which is the project`s executing agency, had claimed that it would be completed by March, but this does not include the plying of buses. Contractors engaged in the project said this deadline was unrealistic because various issues, including their unpaid dues, had not been resolved. They said the project would likely be completed by June or July.

According to newspaper reports, infrastructure of Metro Bus Service project between Islamabad International Airport and Peshawar Morr will be complete by the end of next month.

CDA considers options to start metro bus service to IIA

ISLAMABAD: The city managers are exploring options to operate buses on the metro bus track between Peshawar Mor and Islamabad International Airport (IIA) on the direction of the federal government.
Sources said the federal government had directed Chief Commissioner Islamabad and CDA Chairman Amer Ali Ahmed to start the bus service as soon as possible.
Following the directive, the CDA chairman held a meeting on Friday to discuss the options to start the bus service.
The meeting was attended by Deputy Commissioner Mohammad Hamza Shafqaat and other officers concerned of the Islamabad Capital Territory administration and the CDA.
The sources said the participants of the meeting were told that on the direction of the federal government the CDA had prepared a PC-I on an emergency basis to purchase 30 buses and set up a ticketing, command and control system for running the bus service.
They were told that the PC-I worth Rs1.9 billion had been forwarded to the interior ministry which was going to approve it soon. The meeting was told that once the PC-1 is approved it would take at least six to eight months to start the bus service as procuring buses was a time-taking process.
The sources said as an alternative solution, services of private bus operators would be engaged for the time being or the Punjab Metro Bus Authority would be requested to operate some buses on the route until the CDA procures the buses and set up a ticketing system.
It was also decided that concerned officers will work on these two proposals and a final decision would be taken at a next meeting.
The CDA chairman directed the officials to complete homework so that within three days after handing and taking over of the track from the National Highway Authority (NHA) by the CDA, the latter would start operating buses on the route.
The meeting was also told that the CDA was separately working on a proposal to reduce the volume of subsidy for the route.
The federal government has been paying over 60 per cent subsidy for the Rawalpindi-Islamabad Metro Bus Service. Currently, a large number of metro buses of the Rawalpindi-Islamabad Metro Bus Service are parked which could be used for the new route between Peshawar Mor and the new airport.
The construction of the metro track, which is near completion, is being executed by the NHA.
Recently, NHA Chairman Sikander Qayyum visited the site and inquired about the progress on work. He was assured that the pace of work would be increased further.
The NHA chairman directed to ensure timely completion of the project by maintaining quality of work.
He said progress on civil work be expedited by mustering additional resources so that visible improvement could be achieved.
