37 percent of work has been completed so far on the construction of New Gwadar International Airport and the airport will be completed at a cost of around Rs7.6 billion, this was disclosed during Senate Session, according to April 8 PTV News bulletin.

FC services to be hired for Gwadar Airport

ISLAMABAD:
The ministry of defense and Civil Aviation Authority (CAA) has decided to hire services of Frontier Constabulary (FC) for security of new Gwadar international airport to be built in next three years with total cost of Rs. 7.67 billion.

The CAA has also made it clear that the construction of new Peshawar airport would not be completed even in upcoming five years if Rs. 9 billion were not released by Government.

The high level authorities of ministry of defense and CAA were giving briefing to Senate Standing Committee on Defense which met under the chairmanship of Committee Chairman Lt. Gen. (Retd) Javed Ashraf Qazi here on Thursday. The committee was informed that Gwadar airport would cover area of 4,300 acre land, however, only 70 Percent land could be acquired so far just because of security issue.

The officials informed the committee that CAA is also trying its level best to settle dispute with land owners. CAA had to stop work many times of because of security reason in Gwadar. The committee was told that the Balochistan Government has also refused to lend security despite repeated request.

Additional Secretary Defense Haider Ali Khan said that the services of FC would be hired to resume work to construct Gwadar airport and talks in this regard is underway with Chief Minister Balochistan because deployment of FC in Balochistan has become Political issue. Chairman Committee Javed Ashraf Qazi directed Additional Secretary Defense to finalize consultation with Balochistan Government.

The committee was informed that only 27 Percent work has been completed so far. During last three years, Rs 240 million were utilized but work to erect fence around the acquired land could not be completed. Replying to a question, the Additional Secretary Defense informed the committee that Rs. 1.1 billion has been allocated for the mega-Project in upcoming fiscal year.

Rs. 1.5 billion has been paid to land owners to acquire land for Gwadar airport but the owners are demanding more money, he added. The meeting was also briefed about expansion of Peshawar airport. The committee was told that Rs. 9 billion is needed for expansion work of airport. Rs. 2.7 billion is needed to acquire land from Pakistan army, Rs. 290 million is needed to reconstruct Pakistan air force installation and Rs. 6 billion is needed for construction of new terminal building.

Rs.1100 million allocated for New Gawadar International Airport

ISLAMABAD, Jun 3 (APP):
The government has allocated Rs.1100 million under Public Sector Development Programme (PSDP) for New Gawadar International Airport during the year 2011-12. According to details, the total estimated cost of the project is Rs.7675 million which included Rs.1464 million of foreign loan.The total expenditure of the project upto June 2011 is Rs. 485.032 million while throw forward amount as on 1.7.2011 is Rs.7189.968 million.Out of total allocation for the year 2011-12, Rs.220 million is foreign loan while Rs.880 million has been arranged from own resources.

QUETTA, Nov 20: Oman has given a grant of $17 million to the Balochistan government for building an airport of international standard in Gwadar. According to official sources, 43,000 acres of land have been acquired for the airport that will have latest facilities.

The Civil Aviation Authority`s Director General Air Marshal (retd) Khalid Chaudhry discussed the project with Balochistan Chief Secretary Mir Ahmed Bakhsh Lehri.

The airport will be designed for both passenger and cargo flights.

The sources said the provincial government was taking serious steps to make Gwadar the winter capital of Balochistan besides making the port functional.

The chief secretary has issued directives to ensure reopening of a five-star hotel in the town that was closed a few months ago, they said, adding that the hotel`s administration had been asked to take steps in this regard.

The chief secretary and the Chief Minister`s Principal Secretary Hafiz Abdul Basit have held meetings in Gwadar to increase the pace of the implementation of the government`s announcement that the town will be the provincial capital from October to March each year.

About 80 per cent construction work on a district and provincial complex and major portions of other official buildings have been completed and the government has asked contractor companies to accelerate the work. The government is also mulling over holding a session of the Balochistan Assembly in Gwadar and local officials have been asked to review arrangements in this regard.

The decision by Nawab Aslam Raisani`s government to make Gwadar the winter capital has increased the importance of the coastal town.

The move will have a deep impact on the economy and trade of the region and will also help remove the sense of deprivation among local people, provincial minister Mir Hamal Kalamati said.

Nine years on, work on Gwadar airport terminal to begin “soon"

About half a century ago, Pakistan paid $3 million to the Sultanate of Oman for an enclave a hammerhead-shaped peninsula that juts into the Arabian Sea, off the Makran Coast called Gwadar.

Five decades on, Oman has given Pakistan $17 million to set up an international airport, and realise Gwadarls dormant potential.

The Civil Aviation Authority (CAA) has acquired 4,300 acres of land for the proposed Gwadar Airport and would soon start construction on the largest airport terminal in the province, Director-General (DG) CAA Air Marshal (retd) Khalid Chaudhry said on Sunday.

Meanwhile, $17 million have been received from Oman for this project, DG CAA informed provincial Chief Secretary Mir Ahmed Bakhsh Lehri while briefing him about the project.

The new airport at Gwadar will be equipped with facilities both for passengers and cargo handling, the director-general told the chief secretary.

Straddling the water and air passages

Perched at the confluence of Gulf of Oman and the Arabian Sea, Gwadar's strategic significance lies in its location. It sits at the mouth of the Strait of Hormuz, the only sea passage to the open ocean for most oil-exporting Gulf countries.

According to the US Energy Information Administration, a subsidiary of US Department of Energy, daily oil flow through Hormuz amounted to 15.5 million barrels in 2009. In perspective, that was roughly 33% of all sea-borne traded oil, or 17% of oil traded worldwide that year.

A greenfield, international airport at Gwadar was conceived almost a decade ago when former President Pervez Musharraf started work on a deep water sea port in the city in 2002. The sultanate of Oman made a commitment at the onset to finance the project.

While the sea port was completed five years later, and became operational in 2008, work on the airport has yet to commence. At present, a small terminal offers limited local and international connectivity.

Gwadar's geographic advantage is not just limited to sea. It lies on the air traffic corridor between Europe and South-East Asia. The presence of three major global hubs in close proximity at Dubai, Abu Dhabi and Doha is testament to opportunities that lie ahead for Gwadar airport.

According to independent economists, if over-flight facilities are granted to international airlines for refuelling at Gwadar International Airport, it will provide stiff competition to other airports in the region.

The provincial government realises Gwadar's importance, and as such, Chief Minister Nawab Mohammad Aslam Raisani has already declared the city the winter capital of Balochistan, the chief secretary informed the director-general.

The airport project is part of the government's plan to enhance the deep sea port's potential, he added.

New Gwadar International Airport to be completed by 2014

ISLAMABAD, Nov 22 (APP):
The under construction New Gwadar International Airport, which was due to be completed by end of 2013, would now be completed by December 2014.

According to official sources, the PC-1 of New Gwadar International Airport Project was approved in September 2008 with implementation schedule of 48 months. The initial Site Protection Work was started in January 2009 with a planned completion time of 10 months.

However, due to law and order situation of the area and frequent interruption extensions have been granted to the contractor. Consequently, the progress remained slow and the project schedule was effected adversely.

Presently, only 27.73 percent progress was achieved with regards to Site Protection Work by Frontier Works Organization (FWO).

The remaining works on the airside infrastructure, terminal building, cargo and allied services are at planning stage with consultant M/s NESPAK.

The sources informed that considering the uncertainty associated with the project, no definite date for completion of this project can be ascertained.

The planning of the project depends on successful launching of remaining works, provided peace and harmony prevails in the area and subject to completion of Site Protection Work, amicable resolution of land disputes with the locals, remaining works can be planned to be completed by December.

Rs.600 million earmarked for completion of New Gwadar Airport

ISLAMABAD, Jun 7 (APP):
The Government has earmarked Rs.600 million under for completion of the under construction New Gwadar International Air Port (NGIAP).

According to official sources here, the said amount has been allocated under public sector development programme for the year 2012-13. An amount of Rs.416 million was being spent on the project during the financial year ending June 30, 2012.The total cost of the project is Rs.7.675 billion and it is likely to be completed by 2014.

Amid apprehensions: CDWP clears Rs26.6b airport project in Gwadar

ISLAMABAD:
Amid fears of financial embezzlement by civil aviation authorities in the execution of projects, the government has conditionally cleared New Gwadar International Airport at a revised cost of Rs26.6 billion which is three and a half times higher than the original price.

The clearance was given in principle by the Central Development Working Party (CDWP) the body having the mandate to approve up to Rs3 billion projects and recommend mega projects for the final approval of Executive Committee of National Economic Council (ECNEC).

ECNEC approved the New Gwadar International Airport Project in January 2010 at a cost of Rs7.7 billion. However, the project has been facing delays due to its cost and design. Till June this year, an amount of Rs803 million was spent on the project.

The project came on Pakistan Muslim League-Nawaz (PML-N) government priority list following a strategic partnership between Beijing and Islamabad under China-Pakistan Economic Corridor.

Under the strategic partnership, China plans to use Pakistan's Gwadar Port to develop its western parts, which are subject to insurgency and separatist activities due to its less developed status, according to defence experts.

Headed by Planning and Development Minister Ahsan Iqbal, the CDWP constituted a committee to review the price of the project. CDWP members also objected over designing a mega airport at a location, where there is only couple of weekly international flights, according to an official who attended the meeting. The CDWP asked the Aviation Division to plan the project in phases so that the money could be saved, he added.

Iqbal is said to have directed the Aviation Division that those officials who were involved in execution of Islamabad airport should not be involved in the construction of New Gwadar International Airport. Despite finding many faults in the project's documents, the CDWP did not return the scheme for further scrutiny.

According to news report on following link, Executive Committee of the National Economic Council (ECNEC) has approved construction of New Gwadar International Airport at a cost of Rs. 26.6 billion and directed Aviation Division to make changes in airport design to enable Boeing 777 flights at the airport.

China converts $230m loan for Gwadar airport into grant

ISLAMABAD:
In a major development, China has converted the $230 million loan for the construction of the Gwadar airport into grants, which is scheduled to be completed by December 2017, The News has learnt.
