One Shaheen Tu-154 still in KHI

The aircraft has been parked at the same spot since ages, I have been seeing it for three months now, only the top bit of tail is visible and you cant make out the livery, any one know more about this aircraft, is it like an Aero Asia Romabac-111 situation? why havent these aircraft been returned to the airlines they were taken from.
