Well, TAILWIND did save me time to explain. The MANPADS are use at a lot of places which does include FATA area. However, in countries like Syria, Iraq, Ukraine the military structure has been fractured. There has been desertion and rebellion within the military and its equipement has been taken over by non-state players, here lies the danger.
MANPADS effective range is not more then 6,000 meters plus a very limited range. A commercial airliner flying at 25,000+ feet is more or less out of range and the IR seeker is not effective either.
A little political flavor to this issue:
These Americans and the West are putting the blame 100% on the Russians which demonstrates their biases and to an certain degree prejudice mindset.
When the USS Vincennes shot down Iran Air A-300 26 years they [Americans] said it was an honest mistake even though initially they said the radar of USS Vincennes picked up an F-14. Similarly in 1973 Libyan Arab Airlines Flight 114 was shot down over Sinai by Israeli air force who initially said that the pilots of F-4 made an error in identifying the B-727 as a military aircraft but later it was proven that the F-4 pilots didn't make an error but it was the Chief of IAF who personally authorized the shooting even though he was informed it was an civilian airliner.
The bottom line is that the blame would be put on the secessionist rebels by the Russians and everyone else.

A little addition. This 6000 m range is the slant distance. These MANPADS (or SHORADS, as in Europe) therefore are effective only against aircraft flying upto 10 to 12 thousand feet.H Khan wrote: MANPADS effective range is not more then 6,000 meters plus a very limited range.
Another interesting fact. Ukraine and and Russia both have downed commercial airliners in the past. The US, shedding crocodile tears now, too has done it as K khan mentioned.

Lesser known KAL Boeing 707 flight 902 intercepted and damaged by Soviet fighter in 1978.
