According to City42 newspaper report, on October 7 DG CAA visited Lahore Airport expansion work site and advised to complete the work by the end of February 2018.
I think it will be completion of new car park with new link roads that will allow work to begin/groundbreaking in current car park for expansion of airport's terminal building after February 2018.

Sealed bids are invited from local and international firms/contractors/consortia Joint Venture (JV) for undertaking the subject works on Engineering, Procurement, Construction (EPC) - Design & Built basis. Firms must have relevant past experience of undertaking airport development projects. Firms must have relevant past experience of undertaking airport development projects. Firms must possess in-house design capability meeting international standards or have arrangement with architectural standards or have arrangement with architectural/engineering consultancy firm(s) experienced in designing airport terminal building projects.
Local firms shall have valid registration with Pakistan Engineering Council (PEC) in category "CA" along with relevant specialization code. Foreign firms shall have registration with their respective national institutions for undertaking similar works and shall also adhere to relevant Pakistani regulations for working on projects in Pakistan. A foreign bidder is entitled to bid only in a joint venture with a Pakistani constructor in accordance with relevant provision of PEC bye-laws.

Lahore Airport terminal building expansion work will start in 2018, this was disclosed by Adviser to the Prime Minister on Aviation Sardar Mehtab Ahmed Khan Abbasi in Islamabad today.

The under construction new car park at Lahore Airport. The airport terminal building expansion work is likely to begin after this new car park becomes operational that will allow digging work to begin in current car park.
