CAA To Build Aviation Tower In Islamabad's Blue Area

RAWALPINDI, April 6: The Civil Aviation Authority (CAA) plans to construct a multi-storey 'Aviation Complex' tower of international standard equipped with latest and modern facilities in Blue Area at an estimated cost of Rs4.5 billion.

Airlines from all over the world operating in Pakistan would establish their offices in the building.

I was about to say the same thing. Seems like CAA is paying through it's nose to house foreign airlines. This sounds absurd.

What a waste of tax payers money. CAA has more real estate related plans than improving country's aviation.

Same money can be used to acquire and improve better naviational systems and other infrastructure at country's airports.

Recently discussed poor passenger facilities at KHI and ISB can improved with this money.

Actually the lease money CAA can make from this project can be used in the long run to finance other infrastructure projects. I am going to disagree with you all who think it is a waste of money.

Poor facilities at ISB are mainly because ISB as an airport has no more room left to grow. I do not know anything about the problems at KHI because I have not gone to this airport for 4-5 years.

No where in the world, Civil aviation Authorities waste taxpayers money on such useless projects. Its not their mandate to build commercial buildings for rental/lease purposes. Their mandate is always to improve country aviation systems and infrastructure.

This nonsense project will absolutely not help Pakistan's aviation, taxpayers, passengers and airlines. No one.

Lack of common sense both among pakistani people and govt agencies clearly tells why Pakistan is such a mess.

ISB can still be improved a lot without growing (new airport will take a long time to build). At the arrival lounge, baggage belts can be changed. The current ones are so old and noisy..jeez

Actually CAA does not use only use TAX payers money, they use the Taxes collected from Airline tickets and landing fees.

But in Pakistan case, CAA is most likely looking into establishing some kind of place where all airline booking offices are under one roof hence provide a very secure environment in one place.


Certain times you need to come up with out of the box solutions, CAA is doing this because they can for some reason to support itself financially some way or the other.

Amazing and weird logic indeed. lol...Only Allah can be requested now to save Pakistan from pakistanis with the wisdom shown so often.

CAA uses tax payers money to operate and manage airports (and related off site infrastructures/facilities) other than money it collects from airline operators, passengers etc. This is for every ones information.

Even if we wildly assume it is not using any tax payer money at this time, there's no rationale for this waste. Its still public money and no need to be wasted like this.

So what's the ROI on spending Rs 4.5 billion of public money? Can we be enlightened on that please? Seems like all the planning for this project is being done in North America now and not in Pakistan.

When did CAA got the mandate to put all the Airlines offices (with public money) under one roof? This foolish move creates another soft target in Islamabad. Well done.....

CAA is just bunch of retired army fat cats..i wonder if any one has a MBA degree .......KHI and LHE are empty terminals and vacant land all around CAA is all talk and no walk cant even attract 1 major airline since Lahores terminal new opened..charges and fees are so high :roll:

I wonder how many senior CAA executives (or officers as they like to be called in pakistan) have degrees in airport planning and management. Very few if any I am sure.

Yeah too many retired PAF officers. A while ago, a cousin of mine got No. 2 slot in CAA directly after he retired from PAF. Made me angry indeed.

Apparently CAA is run/managed very well because, according to news reports in recent months, CAA earned handsome profit and also increased salary of its employees. It has initiated new Islambad airport construction project and is also renovating/rehabilitating/expanding various airports across Pakistan. Recently a pair of brand new calibration aircraft were also inducted by CAA to do airfield calibration work in Pakistan and these aircraft also help CAA in earning money through contracts for airfield calibration work in foreign countries.

Probably CAA will move its head office or a regional office to 'Aviation Complex' tower planned to be constructed in Islamabad. Alongwith currently underconstruction new Islamabad international airport, the CAA 'Aviation Complex' tower I guess will be a nice addition in country's capital city specially for people related to aviation and airline industry.

All branches of CAA can be housed under one roof of this tower. Also, by providing office facilites to airlines, travel agencies, cargo/freight forwarding companies etc., the building structure can become hub of aviation industry-related activities and also earn money for CAA through collection of apartments/offices/shops rent from users. Additional features like food outlets, auditorium, fitness centre will benefit Aviation Complex occupants as well as citizens of Islamabad.

Lt Gen. (Retd) Syed Athar Ali took over the charge as Secretary, Ministry of Defence/ Chairman CAA Board on 11 Nov 08. He was commissioned in the Punjab Regiment, Pakistan Army in Sep 1971. A veteran of 1971 War, he saw action in the former East Pakistan. He is a graduate of Command & Staff College, Quetta and has done Master in war studies from National Defence University, Islamabad. He attended Combat Team Commanders Course in UK in 1982 while he also holds a Masters degree in International Relations from Columbia University, USA. He has held various command, staff and instructional appointments. He commanded two Infantry Battalions, an Infantry Brigade, an Infantry Strike Division and a Corps in multi dimensional role. Besides, he has remained on the faculty of School of Infantry and Tactics – Quetta, Pakistan Military Academy – Kakul and Command & Staff College – Quetta, while on the staff appointments he remained Director Military Operations, Vice Chief of General Staff at General Headquarters and Director General Joint Staff at Joint Staff Headquarters. He has the unique honour of representing Pakistan on UN Peace-Keeping Mission in Sierra Leone in the dual capacity of Deputy Force Commander and Chief Military Observer for more than two years. In recognition of his excellent professional services, he was conferred with the high award of Hilal-i-Imtiaz (Military) in 2003. He retired from Pak Army service on 08 Oct 08.

Expression of Interest for Development of Aviation Tower - Islamabad


Civil Aviation Authority (CAA) intends to construct an iconic high rise building called Aviation Towers on its plots located in Blue Area, Islamabad. The tower is intended to be an upscale complex with international standards amenities strictly in conformance with bye-laws and policies of Capital Development Authority (CDA) and planning parameters approved by CDA.

Pre-qualification (Expression of Interest) are solicited from interested international and local firms/companies/consortia/developers having strong financial position and can bring together skills and resources for design, finance, construct, market and manage the project jointly with CAA. Open competition will be held between pre-qualified competitors using two-stage two-envelope process.
