PIA plane tyres burst during landing

No. 1 aircraft on approach was Gulf Air he carried out a miss approach and diverted to LAHORE due to wind shear and crosswind of 30+ knots
PK310 did a Flaps 20/20 landing with a touchdown speed of 150 kts while taxing back brake temp was high and brake fan did not work that heated the tires once aircraft was parked.

Procedurally correct as Per Vol 2 , PROC & TECH, W/S calls for a 20/20, strange the fusible plugs didn't work as I remember the threshold for taxi is 600 deg C.
Anyways all's well that ends well.
