Although it is illegal to question someone unless you are authorized to do so, there is no such law where we can arrest people like in discussion. However, if you personally would like to make an official complaint and take your case beyond the police enquiry (court) then you might have to shower some extra £s to persue your case. They often get informal causion, which means they don't get any record. I hope I am not making it too complicated. In short words, you should always contact the police or local authorities (in this case it's the BAA) but never ever touch them however, the verbal abuse won't cause you any harm for you.
