On June 7, Minister of State for Finance and Revenue Ali Pervaiz Malik informed the National Assembly that the European Commission removed Pakistan from European Union (EU) Air Safety List on May 14 and described it as a positive development.
"A detailed action plan from Pakistan has been dispatched to the European Union Aviation Safety Agency (EASA) and the verification process is currently underway.", Malik said.
"We hope that the verification process will be completed within 2 to 3 months and PIA flights to Europe will be restored." he added.

Do you understand implications of such a decision for the current account? it was just a wishful thinking to relieve pakistani passengers who shud not be held hostage to what happens to PIA or whether Air Sial get 5 planes or whether Airblue get some planes or k2 airlines come or not or whatever... “The European Union Aviation Safety Agency (EASA) considers that at this time there are no grounds for amending the list of air carriers, which are subject to an operating ban within the Union concerning air carriers certified in Pakistan,” said a European Commission spokesman.
“It was found that Pakistan CAA has an established policy to adhere to international safety standards, and is staffed by technically skilled and professional persons,” the document stated. “Nevertheless, common shortcomings were observed throughout the organization, such as underscoring of non-conformities, and the lack of internal verifications.”
It said Pakistan’s Flight Standards Directorate was “severely understaffed” in terms of sufficiently qualified personnel to perform all certification and safety oversight tasks. “This situation is aggravated by the assignment of tasks that do not necessarily fall within the Flight Standards remit,” it added.

This will also negatively affect the interests from potential parties interested in privatization of PIA. Now, no one would be interested in such a disastrous organization. Furthermore, it will also impact leasing of aircrafts by PIA, and other Pakistani private airlines will also struggle to get aircrafts on lease now.

I am not specialist in understanding dynamics but PCAA takes brutal charges from airlines as compare to other countries and still they can’t maintain satisfactory situations?
Can someone tell who is responsible for it? PIA? PCAA? or overall Government influence on foreign affairs?

Pia was excluded from the Commission's Air Safety List a long time ago. Exclusion of a carrier from the ASL does not imply permission to operate to or within EU, Commission then proposes and deliberates with Air Safety Committee and EASA to grant Part TCO to such carriers. Since Pakistan's CAA oversight capability has been under question, the process involved on-site audits, technical meetings with ASC etc. To address numerous
shortcomings identified during the Audit, PCAA had a meeting with ASC in May 24 and submitted their corrective action plan to address these deficiencies. Since then PCAA is under active watch of EASA and would have to regularly submit progress reports and may be requested to attend more meetings to satisfy ASC.
Two more interesting facts :
The Commission also highlighted importance of ensuring leadership stability within the authority as a cornerstone for a well-functioning PCAA. In layman terms, it should stop serving as a retirement home for Ex airforce colleagues.
The commission also highlighted discrepancies in record keeping and management of findings at Fly Jinnah. As a consequence of which they were also asked to attend the ASC meeting in brussels. Bet you won't see that on the news!

The lobbying of ME airlines at its best. Shortcomings are everywhere, but permission to operate to EU would hurt them badly.
Same goes for permission to operate direct flights to USA. US transport folks have visited zillion times, but to no avail. Why? I won't be surprised if its the ME airlines working at backend.
Despite the absence of facilities on PIA airplanes, the PAK-YYZ route has been a success since a very long time as direct flights are far more favored than stop over ones.
We know there are shortcomings, but I will never ignore the lobbying and the politics behind the scenes.
