Pakistan Civil Aviation Authority (CAA) has been divided into following three divisions:

  • Regulatory
  • Airports & Operations
  • Support


Pakistan Civil Aviation Authority (CAA) in its 184th meeting held on September 30, 2020, approved functional separation of Pakistan Civil Aviation Authority (CAA) whereupon functions of the authority have been separated with respect to its role as Regulator and Service Provider. Accordingly, the authority has now been transformed into three divisions namely Regulatory, Airports & Operations and Support functions. The objective of the functional separation of the authority is to ensure micro level management with intense focus on each function in pursuance of vision and mission of the authority while special emphasis is made on enhancing the regulatory control and making it more robust for safe and secure civil aviation affairs in the country.

The implementation of the revised organizational structure will start immediately. Placement of officers on vacant positions as per approved structure shall be carried out accordingly.

Could somebody please clarify what exactly were the ICAO requirements for PCAA? Ghulam Sarwar mentioned that segregation of CAA is being done in accordance with ICAO requirements. I'm not sure if that really is an ICAO 'requirement'. If it is, someone kindly explain.

Today Pakistan Federal Cabinet meeting chaired by Prime Minister Imran Khan approved:

* Pakistan Civil Aviation Authority ordinance 2021. CAA will work as aviation regulatory body.

* Pakistan Airports Authority ordinance 2021. Airport services will come under airports authority.

Pakistan Civil Aviation Authority (CAA) notification issued on September 10, 2021.

Pakistan Civil Aviation Authority Ordinance 2021 (XIII of 2021) and Pakistan Airports Authority Ordinance 2021 (XIV of 2021) came into force on August 23, 2021.

Government of Pakistan is pleased to establish Pakistan Airports Authority.

According to news reports:

Pakistan CAA officers association in a letter to President, Prime Minister and Aviation Minister has sought withdrawal of September 10 Pakistan CAA notification announcing Pakistan Civil Aviation Authority Ordinance 2021 (XIII of 2021) and Pakistan Airports Authority Ordinance 2021 (XIV of 2021) coming into force on August 23, 2021.

Pakistan CAA officers association considers September 10 Pakistan CAA notification by DG CAA as illegal and controversial.

According to news reports:

Process to divide Pakistan Civil Aviation Authority (CAA) into Pakistan Civil Aviation Regulatory Authority and Pakistan Civil Aviation Airport Services has begun. The process includes division/separation of assets and employees.

Pakistan Civil aviation Regulatory Authority and Civil Aviation Airport Services will have separate Director Generals and process for their appointment expected to begin next month.

Today, national assembly of Pakistan approved extension of Pakistan Civil Aviation Authority Ordinance for 120 days. The resolution for approval was presented by Aviation Minister Ghulam Sarwar in the house.

Following posts have been abolished in revised CAA Organizational Structure:

* Additional DG CAA
* Additional Director Public Relations

* Airport managers under Airport Services have been separated from CAA.

* Departments of licensing, airworthiness, flight standards, aerospace and aerodrome and aeromedical have been retained in CAA Organizational Structure.

The requirement of ICAO is in terms of separation of the Service provision and Oversight/regulatory. They maintain that a single organisation cannot be impartial when providing regulatory oversight on its own services.

To meet International Civil Aviation Organization (ICAO) standard requirements, Pakistan Civil Aviation Authority (CAA) is being into divided into two separate bodies i.e. Regulatory and Airport Services with each having its own Director General (DG).

Today, Aviation Minister Khawaja Saad Rafique in a press conference held in Lahore informed:

Work is underway on pending legislation to divide Pakistan Civil Aviation Authority (CAA) into separate Regulatory and Airport Services bodies to meet international standards and requirements.

Differences on some issues between various departments are being resolved to develop consensuses for the legislation process to divide/bifurcate Pakistan CAA.
