Probably to keep the aircraft in the same condition as received, either the lessor doesn’t want PIA to maintain it considering how they cannibalize aircraft or PIA is doing this to avoid conflict with lessor when returning the aircraft.

Because of unprofessional attitude of PIA engineering management. This management compromise on aircraft maintenance. This compromise is mostly in terms of tools, maintenance facility, inventory, human factors, Type refresher training etc. This compromise saves money so that they can show the CEO that they are saving money. But this is short term. In the long term it is damaging the maintenance standards. As you can see in the case of BMX and other A320 aircrafts went to Jakarta earlier.

Today, PIA Airbus A320 aircraft registration AP-BMX resumed performing airline's commercial flights when it left Karachi at 7:28 PM a flight PK306 to Lahore. The flight was scheduled to depart Karachi at 7:00 PM.
It took six months for the Aircraft to get going again. PIA needs to revisit her policies and have to control the slack as business environment is pretty competitive mostly!
