Lahore Airport Main Runway to be Reconstructed and Secondary Runway to be Upgraded

Based on my last flight on airsial from karachi to lahore, New runway 36R/18L will be wider then previous and secondary runway. Rapid Exit way towards 18 L is complete where as Taxiway towards 36R is under construction. Heavy Machinery was deployed on TDZ at 36R. Hope this upgraded runway will sort out these fog and delay issues.

According to news reports:

Completion of Lahore Airport primary Runway 18L/36R reconstruction work is expected by the end of April this year. The runway is equipped with modern Instrument Landing System (ILS) to guide aircraft for safe landing on the runway in poor visibility/fog.

Can someone here shed some light as to why the runway and taxiway markings in Pakistan do not have a black border when installed specifically on concrete/asphalt like in most other countries as shown below.

I noticed this on new Islamabad Airport runways and its the same at new runway at Lahore. The white marking on concrete/asphalt are not clearly visible in my opinion without a black border. Please see my photos of Lahore runway below.

I must add that the International Arrivals section and baggage collection area is a total embarrassment. It reminded me of the old Islamabad Airport with no air conditioning and a strong cigarette smell. It seems they only turn the Air Con On in summer months on just as passengers arrive. I landed on 15th of February around 11.30am and it was not a pleasant first experience having travelled there after 2 years. The whole baggage areas was crowded with porters and staff. The toilets as usual were shocking and gave a perfect first welcome to our country.

In summary, the whole Allama Iqbal Airport Terminal is in desperate need of modernisation.
