Yes the service with best food is the best service for Pakis point of view. So makes sense. These businessmen know every bit of Pakistanis.

Usually in lavish restaurants a full course meal consists of four courses such as appetizers before the main course then a desert after, it may include precursors to the main meal.

I think Airsial offering two-course meal would simply mean an appetizer before their normal meal.

So, AirSial is just doing that to attract customers.

Who really wants so much airline food on such a short flight. Air Sial is only flying domestic so I'm guess all flights are max 2 hours long.
