According to notification issued by Pakistan Civil Aviation Authority (CAA) on May 11.
Additional 30% International Passenger Flight Departures from Pakistan Approved
Thirty percent of airlines' summer 2021 flights schedule has been approved in addition to twenty percent of already operated from May 5 to 20.
The additional thirty percent will be international incoming ferry and cargo flights and outgoing passenger only.
The existing twenty percent approved is international arriving and departing passenger flights.

In view of the recent surge in COVID-19 cases in Pakistan, international inbound landing flight operations to Pakistan shall be curtailed by 80 percent and shall consequently be reduced to 20 percent of approved Summer-2021 scheduled flights.
Subsequent information on allocation of slots for such time period at our airports will be conveyed in due course. As per guidelines of relevant authority.
All airlines / operators shall be required to adhere to the applicable respective standard operating procedures issued From time to time.

This does not seem to male sense. The covid figures in Pakistan have decreased substantially from peaking at over 5K daily cases down to less than 1.5K.

Has PIA’s schedule been affected by this rule or are they operating gulf sector flights as per original schedule?
Are PIA flights operating to capacity on the gulf - PAK sector now that EK, FZ, EY and QR are operating reduced flights?

It will extend long way unless large amount of population is vaccinated & covid is reduced to level as seen in Israel..or authentic vaccine certificates are issued.

Extended till July is less likely, as primary schools, parks, and many other places will be open up by 28 June. So, seems like flight operation will be restored in July.

Ferry flights (without passengers) of airlines including Turkish Airlines (flight number TK714 from Istanbul) and Qatar Airways (flight number QR620 from Doha) to Lahore from where the aircraft will depart with passengers as flights TK715 to Istanbul and QR621 to Doha.

30 June is 5 days from now but so far no new update from NCOC over increased capacity. Looks like they would extend through Eid ul Adha too as they did with last Eid.

From July 1 to 31
Passenger flights to Pakistan from UK, Europe, Canada, China and Malaysia increased to 40% of approved Summer 2021 schedule.
Passenger flights from other regions/countries to operate with 20% of approved Summer 2021 schedule.
Pre-boarding and on arrival existing testing protocols for all categories of the countries will remain same.
Home quarantine requirement for negative Rapid Antigen Test (RAT) cases has been abolished. However, positive RAT cases will undergo quarantine as per procedure in vogue.
