Today, federal cabinet meeting chaired by Prime Minister Imran Khan cancelled suspected pilot licences.

Cancellation of twenty-two more pilot licences was approved by federal cabinet meeting chaired by Prime Minister Imran Khan today.

Furthermore, thirty-two pilot licences have been suspended for one year by Pakistan CAA.

Earlier, twenty-eight pilot licences were cancelled.

Finally PTI government has been able to do what no other party could do. CLOSE DOWN PIA.

While the government is taking months and months to "investigate" fake licences foreign airlines are going to carve up PIA routes and passengers.

I would like to know is what the government doing to restore confidence of EASA and FAA in PIA.

They can fire all 400 pilots or keep all 400 pilots, the safety issues of PIA need to be resolved so some international routes can be restored.

Is PIA like Air blue going to be a regional airline with flights to Saudi and Middle East.

How will they pay 5 billion in fixed costs by flying to 10 cities.

I am shocked that a cabinet meeting has to be held to cancel pilot licences.

Should this not be the job of the Civil Aviation Authority. Does the PM have to get involved??

262 suspicious pilot licences were reported/investigated.

262 suspicious pilot licences breakdown:

180 pilot licencees cleared.
50 pilot licences cancelled.
32 pilot licences suspended for one year.

39 out of remaining 47 pilots of PIA have been cleared of charges. Only eight remain under scrutiny.

Pakistan CAA has cleared/authenticated/validated licenses of thirty more pilots.

The cleared pilots include of PIA and privately-owned Pakistani airlines.

Airlines had provided incorrect data/IDs of these pilots, creating confusion and causing suspension of their licenses. CAA board of inquiry after forensic audit has cleared licenses of these thirty pilots.

Federal Cabinet while considering the summary submitted by the Aviation Division on July 7, 2020 directed "to cancel the CPL/ATPL licenses issued to 28 pilots against whom all disciplinary proceedings had been completed, with the direction that both disciplinary and criminal proceedings against the remaining suspected license holders be expedited".

In line with Cabinet's directions and as per provisions of Rule 342 of Civil Aviation Rules, 1994 the Director General PCAA cancelled the licenses of 28 pilots and suspended licenses of 193 pilots. In accordance with Civil Aviation Rules, 1994 (CARs 1994), suspended pilots were provided with a right to appeal and opportunity of personal hearing to ensure completion of due process of law. The committees duly constituted under the provisions of CARs 1994 for investigation under Rule 342(2) and hearing of appeals of suspended pilots completed its tasks.

It was informed that as a result of investigation and hearing of appeals, 22 pilots had been identified who obtained their respective licenses on the basis of fake computer-based pilot examinations; 6 of these pilots who had approached the Lahore High Court against their suspension order had been granted stay and the CAA had been restrained from passing final order. Therefore, their licenses would be cancelled after vacation of stay.

It was noted that the Supreme Court of Pakistan in its Order of July 21, 2020, had directed DG CAA to take stern action against all those found involved in violation of or deviation from the rules and procedures, and to bring them to book. The court also directed that action should not only be of departmental nature but criminal cases should also be registered against persons who committed illegal or wrongful acts in CAA.

It was added that on a reference from the Aviation Division, FIA had initiated criminal investigation against the CAA employees and other person (s) who were directly or indirectly involved in commission of the stated offences i.e. fraud and misrepresentation in computer-based pilot examinations. Further, five officers and staff of CAA were initially placed under suspension; three employees (one officer and two staff members) had been dismissed from service after following due process under the law. Action against one CAA employee was pending due to stay granted by the Sindh High Court, while inquiry/investigation against the remaining staff member was on-going.

The Aviation Division solicited the approval of the Cabinet to the cancellation of licences of 22 pilots against whom it was established that the computer-based pilot examinations were fake, including action against six pilots after vacation of stay order from the court.

During discussion, the Aviation Division further stated that there were 32 pilots who held genuine CPL licences but irregularities were found in their APTL exams. Their licences were suspended for 12 months and the directions of the Cabinet were sought whether to extend the suspension of their licences for a further period of 12 months or write letters to their respective airlines, informing them of the facts, for taking decision at their end. It was pointed out that this issue had neither been reflected in the summary nor there were any clear recommendations to the Cabinet. It was opined that Aviation Division should deal with the issue in accordance with the law, and if approval of the Cabinet was required, a formal summary with clear options and recommendation of the Division, should be moved for consideration of the Cabinet.

262 suspicious/dubious pilot licenses probe completed by Pakistan CAA/Aviation Division.

180 pilot licenses cleared. Their names appeared in the list due to errors/anomalies including flight duty/examination date/ in rescheduled examination date or incorrect pilot id data provided by the airline.

50 pilot licenses cancelled.

32 pilot licenses suspended for time period from six to nine months.

Fifty-eight pilot licenses cleared after scrutiny and removed from the list of dubious/suspicious pilot licenses.

List presented in the national assembly by Aviation Minister Ghulam Sarwar Khan.

All these cleared pilots are employees of PIA.

Pakistan Air Line Pilots' Association (PALPA) has said that as many as 58 pilots who were suspended wrongly earlier have been cleared now, and the association will be committed to flight safety and service in the best interest of PIA and its passengers.

PIA has been under duress, and some pilots of the airline with cancelled licenses are contesting cases in courts.

PALPA spokesman said that 141 pilots faced cancellation of licenses, and out of them, 31 pilots were not in PIA and 26 were charged on the basis of incorrect data. Meanwhile, Pakistan Civil Aviation Authority (CAA) has announced the withdrawal of suspension against wrongly accused 58 pilots.

Cases of 20 pilots were already in courts before Aviation Division released its list earlier this year. Six pilots are suspended for one year, their cases are in courts.

PALPA’s stance has always been very loud and clear on the matter, the spokesperson said, adding that there is a procedure for issuing a pilot’s license. A pilot obtains Commercial Pilot Licence (CPL) from Pakistan CAA upon completion of prescribed flying hours and after passing various tests, examinations and practical training.

Posting of a Significant Safety Concern (SSC) - Pakistan


The council at the twelfth meeting of its 179th session approved a mechanism for addressing Significant Safety Concerns (SSC) identified by ICAO. The approved mechanism includes notification of all unresolved SSCs to ICAO member states.

ICAO has identified a Significant Safety Concern (SSC)" which remains unresolved by Pakistan. The subject SSC pertains to the area of personnel licensing and training (PEL) in relation to the licensing process for pilots.

In accordance with the mechanism approved by the Council, Member States are advised of unresolved SSCs which are posted first on the secure website of ICAO (https://www.icao.int/usoap) and, if they remain unresolved after 90 days, on the ICAO public website (https://www.icao.int/safety/pages/usoap-results.aspx).

Presently, four SSCs identified by ICAO remain unresolved. The ICAO Member States with unresolved SSCs that remain posted on the secure website are the following: Bhutan, Eritrea, the five Member States of the Organization of Eastern Caribbean States (OECS) (Antigua and Barbuda, Grenada, Saint Kitts and Nevis, Saint Lucia and Saint Vincent and the Grenadines) and the aforementioned Pakistan.

Pakistan Civil Aviation Authority (CAA) has installed new personnel (aircraft crew, pilots, aircraft engineers, flight engineers, flight attendants, air traffic controllers etc.) licensing biometrics verification system in Karachi. The new system has been linked with National Database & Registration Authority (NADRA).

Candidates will need approval from flight school/airline/aircraft operator before appearing in the online examination.

Candidates will have to get themselves registered through biometrics before examination.

Candidates will appear in online examinations under biometrics verification system.

The license will be issued under biometrics verification system.

This system will also be installed in Islamabad.

PIA Sends to Japan List of Boeing 777 Aircraft Crew With Licenses Verified by Pakistan CAA

According to news sources, PIA has sent to Japanese aviation authorities a list of airline's pilots and flight attendants with licenses verified by Pakistan Civil Aviation Authority (CAA) as authentic. The list includes 63 captains and 37 first officers for Boeing 777 aircraft. PIA used Boeing 777 aircraft for Tokyo flights before their suspension in March due to COVID-19 pandemic.

Earlier, Japan had sent a letter to PIA to seek information about authenticity of licenses of pilots and flights attendants who may perform duty on airline's flights to & from Tokyo.
