Twenty-seven PIA pilots cleared by Aviation Division/Pakistan CAA to resume performing duty for the airline from today, according to news reports.

Names of two general aviation pilots also have been removed by Aviation Divison/Pakistan CAA from the list of dubious/suspicious pilot licences.

RAWALPINDI: The Pak­is­tan Civil Aviation Autho­rity (PCAA) has completed the scrutiny process of the record of 262 pilots, while show-cause notices have been issued to 193 pilots suspected of having ‘dubious’ flying licences.

Of the 193 pilots, who were issued show-cause notices, 140 have submitted their replies and they are being called in batches by the inquiry committee to explain their positions.

A senior official said not­ices to the remaining pilots could not be sent because there were ‘technical mistakes’ in the names of some pilots and their registration/reference number which are being resolved.

Suspected pilots: Civil aviation for extending suspension period of licences

ISLAMABAD: Civil Aviation Division has recommended the government to extend suspension period of licences of suspected pilots upto October 31, 2020 as the investigation will take sometime, well informed sources told Business Recorder.

The Federal Cabinet while considering the summary titled "detailed presentation on suspected pilot licences" submitted by Aviation Division on July 7, 2020 directed to cancel the CPL/ATPL licences issued to 28 pilots as disciplinary proceedings had been completed, with the direction that both disciplinary and criminal proceedings against the remaining suspect licence holders be expedited. In line with the Cabinet directions and as per provisions of Rule 342 of Civil Aviation Rules 1994, the Director General Civil Aviation Authority has cancelled the licences of 28 pilots besides suspending licences of 193 pilots. Show-cause notices have also been issued to these pilots and so for replies of 115 pilots have been received.

The legal process under the Pakistan Civil Aviation Authority Rules 1994 is ongoing, including the personal hearings of suspected pilots, and it is expected to take some time before finalization. In order to preclude possibility of litigation with regard to the allowable period of one month of suspension as per Civil Aviation Rule 342(2), Civil Aviation Division has proposed that the period of suspension of the licences may be extended upto October 31, 2020. The authority to extend the suspension period lies with the federal government.

Civil Aviation Division has also intimated that a reference to FIA has been forwarded to initiate criminal action against the CAA employees and other person(s) who are directly or indirectly involved in commission of the stated offences.

On July 7, the cabinet took the following decisions: (i) Cabinet reaffirmed its resolve in reforming all the institutions including PIA & CAA whose governance was compromised during the previous governments; (ii) Cabinet approved the summary of Aviation Division to cancel the CPL/ATPL licences issued to the 28 pilots against whom all disciplinary proceedings had been completed, with the direction that both disciplinary and criminal proceedings against the remaining suspected licence holders be expedited. The cabinet further directed that the Aviation Division should fulfill all the codal formalities while implementing the decision of the Cabinet in this regard; (iii) the Cabinet also directed the Aviation Division to continue liaising with international stakeholders to dispel their apprehensions about Pakistan's licencing regime due to recent events and; (iv) the Cabinet further directed that Board of Inquiry shall continue working to assist the Aviation Division in scrutinizing all 162 suspected licences.

Today, federal cabinet received briefing on 262 pilots' dubious/suspicious licences. Cabinet has advised authorities to complete/solve licences verification/clearance work by September 30.

How did he get so far without security even noticing? Obviously someone knows they've been caught and its intentional.

According to news sources:

An inquiry committee has been formed to investigate the entry of a suspicious man in licencing branch of CAA.

The man is not an employee of CAA. It will be investigated how he entered CAA licencing branch and the purpose of his visit.

Building's security personnel and Security & Vigilance team members also will be questioned.

According to news sources:

Following pilot licence scandal investigation, CAA has sacked three employees. Another employee has obtained stay order from a court.

Initially, CAA had suspended five employees, including:

2 x Senior Joint Director Licencing
1 x Senior Superintendent Human Resources
2 x Assistant Grade-II Admin

CAA had sent cases of these five employees to FIA for criminal inquiry. FIA has not completed its inquiry, so far.

According to news sources:

Dubious/suspicious pilot licences investigation has entered into final stages. September 15 has been given as deadline for completion/presentation of investigation by the investigation team. Aviation Division has decided to make the investigation report public.

Earlier, September 30 was given as deadline for the completion of investigation work. However, due to ban on PIA flights to & from European destinations for six months (July 1 to December 31) due to European Union Aviation Safety Agency (EASA) decision, it was decided to complete and present pilot licences scandal investigation report by September 15.

After approval by federal cabinet, the investigation report will also be presented to EASA.

The process of personal hearing of pilot licence cases also has been started. One by one pilots will be called to appear for personal hearing and questioning by investigation team.
