Seems like the PCN has been increased to 69 from earlier 55. Comfortable enough for all type of aircraft operating to and from Lahore to use 36L/18R now.

Re: Lahore Airport Main Runway to be Rehabilitated and Secondary Runway to be Upgraded
In 1989, PIA introduced regular Boeing 747 flights for Lahore on then newly constructed Runway 36R/18L.
Runway 36R/18L also allowed PIA to start flights to Europe and USA from Lahore for the first time.
Arrival of PIA Boeing 747-200B test flight at Lahore Airport on September 26, 1989. The Boeing 747 flight with 272 passengers from Karachi landed on then newly constructed Runway 18L/36R of Lahore Airport at 10:10 AM under the command of Capt. Salahuddin Chughtai. 90 Minutes later the aircraft departed from Lahore for Karachi with 200 passengers.
PIA started scheduled passenger flights for Lahore with Boeing 747 aircraft on September 28, 1989, on Karachi-Lahore-Karachi route. Initially, the Boeing 747 was used once-a-week on this route.
