Cancellation of fake pilot licences is part of the agenda of federal cabinet meeting scheduled to take place in Islamabad on July 1.

Inquiry against 28 pilots with dubious licence was completed. Show cause notice and charge sheet were issued to them. Personal hearing of these cases also took place. Nine out of these twenty-eight pilots confessed obtaining licence in dubious manner.

Cancellation of these 28 fake pilots licences will be approved in federal cabinet meeting.

UAE's General Civil Aviation Authority writes to Pakistan CAA for verification of licences of fifty Pakistani pilots working in the gulf state.

UAE also seeking information on the integrity of licences/documents of Pakistani Aircraft Maintenance Engineers and Flight Operations Officers.

On the subject there is a lot of discussion/comments on social media that all the 'fake licence' pilots were inducted during PPP regime (2008-13) and PMLN (2013-18).
Can any one give the total number of pilots inducted into PIA in above mentioned period?

Islamabad High Court (IHC) has dismissed an appeal seeking hearing of a case for removal of Ghulam Sarwar Khan from the position of Aviation Minister.

The appellant had claimed that statements on pilots' licence issue made by incumbent Aviation Minister were damaging.

The court judgement says that it's up to government to judge and decide. Court cannot interfere.

Today, Federal Cabinet meeting chaired by Prime Minister Imran Khan approved cancellation of fake pilot licences.

The licenses of nine who have confessed of wrong doing should be immediately cancelled. That will give the message of an action taken by the government. The remaining 19-a quick and thorough investigation should be conducted and actions taken against all those found to have obtained their licenses by dubious means. Actions must also be taken against those in CAA, just a suspension means nothing. In the government system even a person suspended from his/her current post is entitled to draw salary-quite a system system.

Process of Reforms initiated in CAA and All Pakistani Airlines

Federal Minister for Information and Broadcasting Senator Shibli Faraz briefing news media about decisions taken by Federal Cabinet meeting today made following statement:

"On the instructions of the Prime Minister of Pakistan, the process of reforms has been initiated in the Civil Aviation Authority (CAA) and all Pakistani airlines.

To ensure the sanctity of proper licensing and fulfillment of all requirements by the pilots, a thorough forensic review has identified various instances where licensing requirements were suspect, not fully adhering to the requirements of all examinations.To ensure highest safety requirements and meet professional criteria, all identified suspects have been grounded. This grounding has been in effect since June 25, 2020.

Due to certain instances of administrative lapses, five officials concerned of CAA have been placed under suspension and an inquiry has been initiated against them.

This process of professional up-gradation and overall reforms will continue in all Pakistani airlines and CAA. On this, the cabinet also instructed CAA to pursue further actions inline with due process on fast track basis. It expressed confidence in the overall professional capability and performance of the fully licensed and well-experienced professional pilots of Pakistani airlines.

The government also asked the relevant government departments to work with international partners to facilitate travel and avoid any difficulty for passengers."

Board of Inquiry Formed by Aviation Division to Investigate Pilot Licences Scandal

Aviation Division has constituted a five-member Board of Inquiry (BoI) to investigate the extent of violation/malpractices observed in conduct/issuance of flight crew licences.

Terms of Reference (ToR) for high-level Board of Inquiry for the period of 2010-2018 are as under:
  1. To conduct Board of Inquiry to determine the amount of wrongful gain by the fraudulent activity in Airline Transport Pilot Licence (ATPL) and Commercial Pilot Licence (CPL) examination process, other connected acts and specifically identify the culprit.
  2. To investigate the commission of offence of fraud and criminal breach of trust by responsible entity/personnel during conduct and processing ATPL and CPL examination of pilots at present and in the past also.
  3. To identify persons, pilots, who have illegally obtained CPL/ATPL.
  4. To recommend blacklisting of culprit pilots from airline sector and also recommend separate criminal proceedings against these pilots/personnel subject to the extent of their involvement in fraud.
  5. To recommend measures for improvement in conduct of PEL examinations and to avoid recurrence of such violation in future.

According to news sources, at today's federal cabinet meeting:

Pakistan Foreign Minister Shah Mahmood Qureshi and Federal Minister for Planning and Development Asad Umar expressed reservations over the way the issue of pilots' licence was handled.

Poor handling of the issue brought bad name and embarrassment for Pakistan, the two ministers opined.

Plan to induct former Shaheen Air pilots with authentic licences to replace pilots with dubious licences grounded by PIA.

Shaheen Air operated Airbus A330 and Airbus A320 family aircraft during airline's last days.

According to latest reports, July 1 meeting of the federal cabinet deferred cancellation of fake pilot licences which was part of meeting agenda.

The process of cancelling pilots' licences is extremely complicated/complex, say cabinet members.

Federal cabinet is seeking full details of pilots with dubious licences/fake educational documents from Aviation Division.

Authentic licenses alone will not bring back safety culture in airlines operating in Pakistan nor it will reduce the chance of another accident .From the nature of accidents that happened to airlines operating in Pakistan ,the most recent one clearly shows lack of despline in the cockpit , not following crew resources management , pilots not fully familiarize with approaches and procedures ,no understanding of the aircraft performance limitationS , and bad piloting techniques.
No matter from which source they get pilots from !before PIA puts any pilot in the cockpit to enhance safety , PIA should hire some EASA certified instructors and examiners and check airmen because the local Instructor pilots and pilots with examining authority cannot provide training and conduct testing to the today’s world wide airline training standards. My post should not offend anyone.
For new cadet pilot hiring PIA should do a contract with EASA member country airline to do a hiring process for PIA as these airlines have a very through way of testing and filtering the right cadets, as PIA itself to this date does not have in house testing facility , neither they are aware of how these airline hire by filtering the best and fine pilots.

Given the whole situation with Covid so many EU airlines are making cuts and making pilots redundant, so they could tap into that pool. Their bases could be London, Paris etc
