It is uncommon to hear of people buying car driving license. They may be good drivers and experienced (driving a car or truck since they were 10 years old). Corruption is with both the people buying and with people selling.

What i hear is that the license may not be fake but some people may have bought an exam or two to get the relevant license. If it can happen with a car can it not happen with a flying license? The people/ nation is the same and corruption then stains the whole country.

The credibility of the Civil Aviation Authority (CAA) and the Pakistan International Airlines (PIA) has taken a massive hit after the International Air Transport Association (IATA) on Thursday expressed concern over the ‘serious lapse in the licensing and safety oversight by the aviation regulator’.

Fake degree holders: PALPA demands across-the-board action

KARACHI:
Pakistan Airline Pilots Association (PALPA) has welcomed actions against recruitment in airline on bogus and fake degrees but has demanded to apply the same criteria on other management positions whereby officers were recruited with fake or irrelevant degrees having no experience of commercial aviation.

Spokesperson of the association has said that PALPA demands across the board action and the scrutiny must be done against all those who were recruited using unfair means on key management posts.

The spokesperson said that this would end the nepotism culture and help in the development of the airline. This is a welcome development but show cause notices should also be issued to officers holding administrative posts who do not meet the criteria for their posts. He said that the campaign against pilots for fake degrees and flying licences is actually undertaken to victimise those having disagreement with incumbent management most of which does not have relevant commercial aviation experience.

Furthermore the recent show cause notices were not only vindictive but baseless as well, a pilot was issued a show cause notice for posting comments against the airline management on Facebook. "This unprofessional and victimising attitude shows the mindset of current management which is bent upon creating an environment of fear," he said, adding that this attitude is often referred as a cause behind mental fatigue for operating cockpit crew in the international aviation industry.

He said that these measures should not create an environment which shows that the management is taking unilateral and unjustified steps. The government must play its part in eliminating the cause of the airline's demise and employee frustration. Similarly, such actions should also be taken against such officers who are involved in other financial irregularities and corruption in PIA. "Despite the airline's dilapidated financial condition, some officers are receiving unjustified, illegal increases in form of double salaries and allowances and we demand steps should also be taken against them," he added.-PR

What other options does CEO PIA has than asking for identity of pilots with suspected licences?. The cat has already been quite spectacularly and
unwisely let out by respectable federal minister in-charge, in an official statement on the floor of the house. Damage has been done, credibility of CAA and future of all aviation professionals has been put on stake internationally.
Going forward, who would trust the AOCs, concessions, and other certifications issued by CAA Pakistan. What has CAA licencing branch to say on this, why were they prolonging this issue since many years. Past and present personnel at the helm at CAA/AViation Division have a lot to answer.

According to news sources, Pakistan CAA has failed to provide list of pilots with dubious licences.

CEO PIA has written another letter to Secretary Aviation to seek list of such pilots.

I doubt there is even going to be such a list. Now CEO and CAA are gonna keep on playing tom and jerry while Pakistan has been defamed globally. This was criminal of that Aviation Minister.

Minister of Aviation affairs just announced on TV that PIA, Airblue and Serene have been given the list of pilots with suspect licences, and the same is now available on CAA website. Also five officials in CAA suspended.

If the list was there, then what was the delay in getting them suspended before now?
How was this list verified? does it say somewhere that the license was bought? it was a fake degree etc. ?

CAA could only provide a list of 17 pilots that are already grounded/suspended since more than a year and have investigation going on.

All this chaos....for what?

Aviation Minister Ghulam Sarwar Khan at a press conference today informed:

Fake Educational Documents

Supreme Court had taken suo moto notice airline employees with fake educational documents.

A total of 648 PIA employees were found with fake educational documents including:
  • 415 general administration employees
  • 119 flight attendants
  • 98 from engineering department including technicians
  • 16 pilots
280 airline employees with fake educational documents have been sacked in 2018-19.

Dubious Pilot Licence

Pilots with suspicious licences appeared in CAA exams and got recruited between 2010 and 2018.

There are 860 Pakistani licenced pilots including:
  • 753 pilots serving Pakistani airlines/companies
  • 107 serving foreign airlines/companies
753 pilots serving in Pakistan
  • 450 pilots serving PIA
  • 101 serving various companies in Pakistan (charter flight operators/flying clubs etc.)
  • 87 pilots serving airblue
  • 68 pilots of defunct Shaheen Air
  • 47 pilots serving Serene Air
Total: 753 pilots serving in Pakistan

Out of these 753 pilots, 262 pilots have suspect/dubious licences and serving:
  • 141 pilots with suspect/dubious licence serving PIA
  • 85 pilots with suspect/dubious licence serving serving various companies in Pakistan (charter flight operators/flying clubs etc.)
  • 17 pilots with suspect/dubious licence served Shaheen Air
  • 10 pilots with suspect/dubious licence serving Serene Air
  • 9 pilots with suspect/dubious licence serving airblue
Total: 262 pilots with suspect/dubious licences

262 pilots with suspect/dubious licences have bogus/forged CAA exam paper result:
  • 121 pilots with 1 bogus/forged CAA exam paper result
  • 39 pilots with 2 bogus/forged CAA exam paper results
  • 21 pilots with 3 bogus/forged CAA exam paper results
  • 15 pilots with 4 bogus/forged CAA exam paper results
  • 11 pilots with 5 bogus/forged CAA exam paper results
  • 11 pilots with 6 bogus/forged CAA exam paper results
  • 10 pilots with 7 bogus/forged CAA exam paper results
  • 34 pilots with 8 bogus/forged CAA exam paper results
Total 262 pilots with bogus exam paper results

Pilots have to appear in a total 8 exams

Out of these 262 pilots with bogus exam paper results:
  • 109 hold commercial pilot licence (CPL)
  • 153 hold airline transport pilot license (ATPL)
List of these pilots has been sent to their employers including PIA, Serene Air and airblue. These pilots will be grounded and stopped from flying.

Five employees of Pakistan CAA involved in issuance of dubious licences to pilots have been suspended. The five suspended CAA employees include:

2 x Senior Joint Director Licencing
1 x Senior Superintendent Human Resources
2 x Assistant Grade-II Admin

CAA IT department and three to four outsiders also involved in dubious pilot licence scandal.

Government considering to involve FIA in the investigation.

Inquiry against 28 pilots with dubious licence completed. Show cause notice and charge sheet were issued to them. Personal hearing of these cases also took place. Nine out of these twenty-eight pilots confessed obtaining licence in dubious manner.

Licences of these 28 pilots will be cancelled in a cabinet meeting.

Must be followed up by transparent legal formalities and if guilty charged with forgery and attempted manslaughter.

PIA still has not received list of pilots from CAA, according to airline's spokesperson.

Shocking! How many of these are working for the likes of Qatar, Etihad, Turkish or Emirates! and even beyond! They all need sacked and face the full brunt of the law!
