Hajj Flights Operation - Year 2020

Arrangements for 'Makkah Route' are being planned for Hajj flights to be operated from Karachi Airport in 2020.

Under this initiative intending pilgrims will undergo Saudi immigration and customs clearance at Karachi airport.

In 2019, Islamabad International Airport became the first Pakistani airport where Makkah Route initiative was introduced for Hajj flights.

Pakistan and Saudi authorities have reached an agreement on Hajj 2020.

Two hundred thousand pilgrims from Pakistan will perform Hajj in year 2020.

Pakistan has sought inclusion of the airports of Karachi, Lahore, Peshawar and Multan in 'Makkah Route' initiative for Hajj 2020 flights. Saudis will talk to their interior ministry for inclusion of airports requested by Pakistan.

The airport in Islamabad was included in 'Makkah Route' initiative in 2019.

Intending pilgrims undergo Saudi immigration and customs clearance at the airport from where pre-Hajj flight departs.

Allied Bank advertisement in February 19 newspaper with details of Government Hajj Scheme 2020 package fees for Pakistani citizens planning to undertake pilgrimage from:

Northern Region Airports of Islamabad, Lahore, Peshawar, Sialkot, Multan, Rahim Yar Khan

Southern Region Airports of Quetta, Karachi, Sukkur

Interestingly Faisalabad is not mentioned in Northern Region airports.

Hajj Policy & Plan 2020

Air Traveling


i. The Saudi Authorities would be requested to extend the facility under “Road to Makkah” Project to Karachi, Lahore, Peshawar & Quetta airports in addition to Islamabad airport.

ii. In pursuance of the Revised Air Service Agreement (ASA) between Government of Pakistan and Kingdom of Saudi Arabia signed in 2011, Hujjaj
of the Government Scheme would be airlifted by the designated airlines.

iii. Efforts will be made for transportation of fifty percent (50%) of Government Scheme Hujjaj directly to Madinah Munawarrah and Jeddah from Pakistan and vice versa.

iv. Hajj Flight Schedule by authorized airlines shall be prepared in consultation with the Ministry of Religious Affairs & Interfaith Harmony.

v. Hajj flights for Govt. Hajj Scheme will operate from Islamabad, Karachi, Lahore, Peshawar, Quetta, Sialkot, Multan, Faisalabad, Rahim Yar Khan and Sukkur gateways.

vi. Place of Departure (POD) wise air load from major airports shall be distributed between PIA and Saudi airline. The air load from smaller PODs
shall be distributed amongst the airlines which provide services from those airports.

vii. No claim of refund against unutilized air ticket would be entertained by the Ministry of Religious Affairs & Interfaith Harmony.

Senate Subcommittee on Religious Affairs meeting on February 26 demanded reduction in Hajj flights fares.

The subcommittee said that PIA Umrah flight fare is PKR 60,000/- and questioned PKR 140,000/- charged as fare for airline's Hajj flight.

A PIA representative informed the committee that Umrah flight fare is PKR 73,000/-.

PIA operates aircraft for Hajj flights from ten airports of Pakistan. The pre-Hajj flight aircraft from Saudi Arabia and post-Hajj flight aircraft to Saudi Arabia are operated without passengers. Hajj flights operation is not profitable, said PIA representative.

The PIA representative informed the subcommittee that Hajj flight fare can be reduced by PKR 13,000/- if the Government of Pakistan withdraws PKR 13,000/- tax imposed on Hajj flight ticket.

The subcommittee was informed that cabinet has directed PIA to cut Hajj flight fare by USD 50/-.

Subcommittee asked PIA to bring down Hajj flight fare to PKR 100,000/- because Hajj flight fare is lesser than PKR 100,000/- under Open Skies Policy.

UBL advertisement in February 28 newspaper with details of mandatory requirements for Hajj application.
  • Machine readable Pakistani passport valid at least up to February 1, 2021.
  • Valid Computerized National Identity Card (CNIC).
  • One clear colour photograph in 4x3 cm size (70% of the photograph must show applicant's face).

Saudi authorities have advised Pakistan not to sign any agreement for Hajj 2020, like for pilgrims' accommodation and transportation agreements in Saudi Arabia, for the time being due to current COVID-19 situation.

Pakistan's Ministry of Religious Affairs has suspended work on Hajj operations.

Yes, there are possibilities for cancellation of Hajj this year due to COVID-19 pandemic :(

For the safety and well being of its citizens Pakistan should have taken a pro-active role similar to that of Indonesia , Brunei and Malaysia by announcing postponement of Haj 2020. In the extremely unlikely event of the Saudi Govt allowing Haj contingents from overseas we should have still taken this stand to prevent import and export of COVID-19

12 is revenue, its not loss. No hajj flights also means no fuel cost for those planes.

PIA should reduce its fleet and return the three leased 777s and keep a fleet of 9 long haul planes.

No sense in keeping BMG BMH and BMS with no flights to UK or Saudi Arabia for a long time.
