PIA Invites Bids to Acquire up to Three Narrow-body Aircraft on Dry Lease

Pakistan International Airlines (PIA) invites "sealed bids" on "single stage one envelope" basis from interested parties for the dry lease of up to three (03) narrow-body twinjet aircraft as per following details:

Number of aircraft: Up to three (03)
Seating configuration: 170 plus (all economy with soft divider after three rows)
Delivery schedule: Second Quarter - Third Quarter 2020
Vintage: As per National Aviation Policy - 2019
Lease period: Six years or corresponding to next 12 yearly check

Bids submitted will be opened on November 13, 2019.

Seems PIA is going to renew dry lease term of the three A320s that had joined the airline in 2014 for six years.

AP-BLB had joined PIA fleet on July 26, 2014, on dry lease for six years from GE Capital Aviation Services (GECAS)
AP-BLC had joined PIA fleet on June 28, 2014, on dry lease for six years from GE Capital Aviation Services (GECAS).
AP-BLD had joined PIA fleet on October 30, 2014, on dry lease for six years from GE Capital Aviation Services (GECAS).

Is PIA allowed to lease 15 year old aircraft??

Doesn't the aviation policy say the aircraft cannot be older than 12 years, while these planes are 15 years old already.

The three A320s (AP-BLB, AP-BLC & AP-BLD) built in 2004 are nearly sixteen years old.

Under Pakistan's National Aviation Policy introduced in 2019, up to eighteen years old aircraft can be inducted under Regular Public Transport (RPT) licence for domestic and international flights.

Regular Public Transport (RPT) licence: Calendar age of all aircraft, used as passenger transport for scheduled/non-scheduled passenger carrying services (RPT), shall not be more than 18 years at the time of induction with minimum of 35% remaining operational life as defined by OEM. Operational life expectancy shall be based on international standards considering limitations on maximum hours, flight cycles and chronological age etc. Operations would be permissible up to a maximum calendar age of 25 years.

The lease on these three A320s has expired and PIA is renewing the lease and for that I guess a tender had to be floated. But the rules of induction should apply to these three planes as they are being RE-INDUCTED under a new agreement.
