ICAO USOAP Audit of Pakistan

PIA has to wait till next year to resume its US, UK and EU operations as the International Civil Aviation Organization (ICAO) has postponed its Universal Safety Oversight Audit (USOAP) of Pakistan Civil Aviation Authority (CAA) by 2021.

The United Nations' aviation watchdog ICAO, which audits the aviation safety and aviation security oversight capacities of its 193 member countries (USOAP in the safety domain and Universal Security Audit Program in the security domain), was supposed to come for an audit in November, 2020.

However, sources in CAA confirmed that the ICAO team has postponed its trip to Pakistan for USOAP of PCAA till next year, due to COVID19 pandemic.

Furthermore, they said under USOAP, the ICAO team would check that safety aspects of airlines, airports, ground handling firms, regulatory bodies were up to the international standards, despairing PIA hope to resume UK and EU operations soon.

Although the audit, which was pre-planned, assumes significance as it comes in the aftermath of the fake pilots' licenses case that triggered the European Union Air Safety Agency (EASA) to impose a six-month ban on PIA to operate to the EU member states from July 1, 2020.

ICAO's Universal Safety Oversight Audit Programme (USOAP) was initially launched in January 1999, in response to widespread concerns about the adequacy of aviation safety oversight around the world. Initially, USOAP activities consisted in regular and mandatory audits of ICAO Member States' safety oversight systems.

USOAP audits focus on a State's capability in providing safety oversight by assessing whether the State has effectively and consistently implemented the critical elements (CEs) of a safety oversight system, which enable the State to ensure the implementation of ICAO's safety-related Standards and Recommended Practices (SARPs) and associated procedures and guidance material.

The programme was expanded in 2005 to the USOAP Comprehensive Systems Approach (CSA) to include safety-related provisions contained in all safety-related Annexes to the Chicago Convention.

According to newspaper reports,

ICAO's Universal Safety Oversight Audit Programme (USOAP) visit to Pakistan CAA in September was postponed because Pakistan CAA was not fully prepared for the audit and requested team's visit in December.

ICAO now planning USOAP visit to Pakistan CAA in March or July 2021.

PIA was waiting for completion of Pakistan CAA USOAP as part of airline's efforts to get permission from European Aviation Safety Agency (EASA) to resume flights to & from destinations in Europe.

Currently due to EASA decision, PIA flights to & from destinations in Europe with airline's own aircraft are suspended for six months from July 1 to December 31, 2020.

The delay in USOAP of Pakistan CAA can also affect any plan by other Pakistani airlines including airblue and Serene Air to start flights for destinations in Europe.

International Civil Aviation Organization (ICAO) team will visit Pakistan in January 2021 for Universal Safety Oversight Audit Programme (USOAP) of Pakistan Civil Aviation Authority (CAA).

During the visit, various operations and departments of CAA including personnel licensing will undergo ICAO audit. The ICAO team will also visit major airports of Pakistan including Islamabad, Karachi and Lahore. Facilities given to passengers at airports will also be observed/reviewed by the visiting ICAO team.

Earlier this year, Pakistan CAA had sought additional time to prepare itself for ICAO audit.

In November 2019, Pakistan CAA had invited proposals from reputed and experienced firms for provision of three months consultancy services to prepare State Safety Program (SSP) branch of CAA for upcoming USOAP audit.

International Civil Aviation Organization (ICAO) team due to arrive in Pakistan on July 5 to conduct Universal Safety Oversight Audit Programme (USOAP) of Pakistan Civil Aviation Authority (CAA).

The ICAO team will stay in Pakistan till July 15.

CAA will give extensive briefing to ICAO team on personnel licensing system in Pakistan's aviation regulatory body.

Most likely UK CAA personnel licensing examination system to be installed in Pakistan CAA before ICAO team visit.

Outcome of ICAO team visit to Pakistan CAA may also play role in the future of European Union Aviation Safety Agency (EASA) decision that has suspended operation of flights between Europe and Pakistan by Pakistani airlines/PIA since July 1, 2020.

PIA intends to continue using chartered aircraft till September 30 for the transportation of passengers between Pakistan and Europe/UK.

Due to surge in COVID-19 cases, International Civil Aviation Organization (ICAO) team has postponed its visit to conduct Universal Safety Oversight Audit Programme (USOAP) of Pakistan Civil Aviation Authority (CAA).

The team was due to arrive in Pakistan on July 5.

Pakistan CAA is now seeking arrangement with ICAO for online audit.

The ICAO team is now likely to visit Pakistan in between October and December.

International Civil Aviation Organization (ICAO) team is expected to visit Pakistan in October/November this year for Universal Safety Oversight Audit Programme (USOAP) of Pakistan Civil Aviation Authority (CAA), informed Aviation Minister Ghulam Sarwar Khan during senate session today.

Positive outcome of ICAO visit may help in getting restrictions on operation of Pakistani airlines flights to/from Europe and USA lifted.

Minister for Aviation Division Ghulam Sarwar on Monday informed the National Assembly that all reservations of International Civil Aviation Organization [ICAO] had been addressed which would help lifting ban on PIA flights by the European Union.

“A European Union team will visit Pakistan till November for conducting audit and most probably the ban will be lifted by the end of this year,” said Minister for Aviation Division Ghulam Sarwar,

International Civil Aviation Organization (ICAO) to conduct complete audit of Pakistan Civil Aviation Authority (CAA) from November 29 to December 10.

CAA departments to be audited include personnel licensing, Air Navigation Services (ANS), air worthiness, Aerodromes and Ground Aids (AGA), aircraft accident/safety Investigation.

CAA has worked hard to get cleared by ICAO audit.

Positive outcome/result of the audit will enable Pakistani airlines to resume flight operations to/from Europe.

Isn’t this information irrelevant as PIA is operating charters till April?

The scope of upcoming International Civil Aviation Organization (ICAO) Universal Safety Oversight Audit Programme (USOAP) audit of Pakistan will cover eight audit areas:

1. Primary aviation legislation and specific operating regulations (LEG)
2. Civil aviation organization (ORG)
3. Personnel licensing and training (PEL)
4. Aircraft operations (OPS)
5. Airworthiness of aircraft (AIR)
6. Aircraft accident and incident investigation (AIG)
7. Air navigation services (ANS)
8. Aerodromes and ground aids (AGA)

Audit period is from November 29 to December 10, 2021.

PIA can resume flights with its own aircraft to/from Europe as soon as EASA restrictions are removed. The airline does not have to wait for the end of chartered aircraft contract to resume Europe flights with its own aircraft. Presently, PIA operations to/from Europe are limited with just one chartered aircraft.

PIA with its own Boeing 777 aircraft can increase frequency of flights to UK from Islamabad and also resume UK/Europe flights from Lahore, Karachi and Sialkot.

Resumption of PIA Boeing 777 aircraft flights to Copenhagen, Oslo, Barcelona and Milan also expected after the removal of restrictions.
