All that spraying is useless, as viruses cannot survive for very long outside a host body anyway; not to mention that floors and road surfaces don't exactly constitute a major contamination risk in the first place. The funds wasted on this charade could have been put to good use elsewhere.
Can you please point out which academic or health body calls disinfection of floors and roads as a waste of money. This is a practice being done in so many countries of the world. This practice is common only in countries where politicians/rulers are desperate to remain in control by pretending to 'fight the virus', typically because they are well aware their nations' health care system is utterly inadequate.
