FIA Corporate Crime Circle - Karachi has registered case against Dubai-based Aviyan Aero for failing to provide hundreds of used and new aircraft tyres to PIA despite receiving USD 200,000/- advance payment from the airline.

The fraud was revealed in airline's 2008-2017 ten-year audit report.

Payment of USD 200,000/ was made through six purchased orders made from 2016 to 2018. In an attempt to give it legal cover/protection, Aviyan Aero was hastily added in the list of PIA's approved vendors by airline's officers.

FIA Corporate Crime Circle - Karachi investigating appointment of former PIA Deputy Managing Director Saleem Siani has detained former PIA Managing Direcor Capt. Aijaz Haroon and former PIA Director Human Resources Hanif Pathan.

Appointment of Saleem Siani's as airline's Deputy Managing Director was made in violation of PIA rules and without following the requirement of newspaper advertisement.

Commission for Saleem Siani was approved by PIA for getting contracts for airline's engineering department.

Residence in a five star hotel for Saleem Siani was approved by PIA.

Saleem Siani family house in Dubai rent was also paid by PIA.

One million US dollars insurance policy was also approved by PIA for Saleem Siani.

USD 20,000/- salary with 7% percent annual increment was also approved for Saleem Siani.

Three mounts' salary for Saleem Siani was also approved upon termination of his contract with PIA.

USD 50,000/- were paid by PIA to Saleem Siani from shifting from USA to Dubai or Pakistan.

Role of other officers of the airline also being investigated.

Sayani assumes charge as PIA deputy managing director

KARACHI (July 18 2009):
Salim Sayani assumed charge as Deputy Managing Director of Pakistan International Airlines (PIA) on July 17, 2009. He is an airlines' veteran with over 30 years of experience in the international aviation business. After completing his SSC in First Division, he travelled to the United States of America for higher education where he has been residing for over 38 years.

He holds an A S Degree in Computer Science, B S Degree in Thermo-Mechanical and Aeronautical Engineering, and MBA in Finance and Marketing from Xavier Universities in the USA. He is a pilot, and loves to play golf. He joined the General Electric Company as a jet engine design engineer in 1978. He holds various US Patents for his designs. GE posted him to the South Asian region to direct various airlines, such as Singapore, Thai Airways, PIA, Philippines Airlines and Air India, to set up maintenance programs for their newly acquired aircraft.

He was part of the technical experts team assigned to PIA during the Airbus A300 acquisition in 1981. His efforts were highly credited for the smooth transition of PIA engine shop into a full functional overhaul facility. Sayani returned to the US and joined American Airlines in 1984.

He moved up through various Senior Management positions during his 24 years' tenure in the areas of airlines operations, finance, marketing, fleet operations engineering, power plant engineering, airlines planning and operations. He directed aircraft and maintenance programs, operations support, and engineering services for B727, B737, B747, B757, B767, B777, Air Bus A300, MD80s, DC10, MD11 and F100 Fleet of 300+ aircraft.

For the last four years, he has been leading the marketing efforts of AA-MRO Maintenance Services Business Unit. His responsibility was to formulate and implement comprehensive marketing strategy to propel AAMRO into a 'One-stop-shop' provider of Aircraft Maintenance Services in the areas of aircraft heavy maintenance, engine overhaul, line maintenance and component overhaul. During this period the sales increased from $12 million to $175 million.

He is also the president of his aviation consulting firm specialising in the area of total airlines management and application of powerful tools such as Six-Sigma, Lean Manufacturing and Continuous Improvements Processes required to return ailing airlines back to profitability.

His dynamic leadership, passion for aviation, vast experience in the field, and his single-minded focus on customer care will greatly serve PIA return to prosperity and become 'Pride-of-Pakistan' again! He is married, and has three children.-PR

According to news sources:

FIA Corporate Crime Circle - Karachi has completed inquiry into two cases of corruption in PIA. Audit report had revealed embezzlement of billion of rupees in the two cases.

Cases to be filed soon and individuals involved to be arrested.

Meanwhile, former Managing Director PIA Capt. Aijaz Haroon who was detained last month in another PIA case on the appointment of Saleem Siani as Deputy MD PIA investigated by FIA has been released on bail on a court order.

A lawyer representing Capt. Haroon told the court that the appointment of Siani as deputy MD PIA was approved by PIA Board of Directors however board members have not been nominated in the case. The case is filed with mala fide intention, the court was told.

Federal Investigation Agency (FIA) has taken notice of delay in completion of 58 PIA cases investigation/inquiry by FIA Sindh zonal office. Some of the cases are pending since 2017.

The Federal Investigation Agency’s (FIA) Corporate Crime Circle (CCC) has lodged a case against an Austrian national and a German national over alleged illegal recruitment in the Pakistan International Airlines (PIA). An official of the CCC said that on the directions of the FIA Sindh director the CCC registered an FIR against Helmut Bechhofner, an Austrian national hired as a consultant to the PIA chief executive officer (CEO), and Bernd Hildenbrand, a German national and former PIA CEO. During October 2016, Bechhofner was appointed in the PIA as a consultant to the CEO by Hildenbrand for a period for three months. The alleged illegal appointment caused a loss of US$50,203 (Rs5,256,254) to the national exchequer, claims the FIA. An inquiry registered at the FIA CCC Karachi established that Hildenbrand abused his position as the PIA CEO to unlawfully appoint Bachhofner without the approval of the competent authority. In a letter issued by the establishment division on January 25, 2002, titled 'Guidelines for the Appointment of Consultants', the procedure was provided for hiring consultants in organisations under the administrative control of the government.


According to the procedure, the consultancy should be widely advertised and the advertisement should indicate the range of compensation package, including various facilities depending on the nature of work involved.

The applicants are then to be shortlisted and prioritised by an in-house committee of the client organisation.

For the general and non-development budget-funded consultancies, a selection board, headed by the secretary of the ministry/division concerned and including a representative each of the establishment division and finance division, has to recommend a panel of at least three candidates in order of merit for consideration of the appointment authority.

The selection board should also recommend the compensation package for the consultants placed on the panel.

Final Approval will be accorded as follows after the general and non -development budget-funded consultancies are approved by the chief executive, on proposals routed through the Establishment Division.

The Personnel Policies Manual (PPM) Recruitment and Re-employment/re-instatement PIA, under Chapter No.34 Para No. 34.23 also adopted above guidelines of the establishment division for the appointment of consultants vide a circular dated April 4, 2002.

During the inquiry, it come on record that the requisition for acquiring the 'technical consultancy service' for engineering and maintenance department of the PIA was initiated on September 21, 2016 by Maqsood Ahmed, then PA engineering and maintenance director.

However, Bachhofner was appointed in the PIA as a consultant to the CEO without any advertisement and approval of the competent authority.

The German CEO allegedly violated the procedure prescribed by the establishment division and also did not follow the procedure mentioned in the PPM as neither was the assessment carried out for whether the required expertise was available in the PIA or not and nor was the opportunity advertised.

Hildenbrand appointed Bachhofner as a consultant for a period of three months against the monthly consultancy fees and salary of $15,000 while an additional boarding and lodging facility was also to be provided by the PIA to him in a hotel in Karachi.

Moreover, the facility of travelling and stay at not less than a five star hotel was also provided to the consultant with additional allowances.

Bachhofner remained as a consultant in the PIA from October 2, 2016, to January 2, 2017, and received total of $50,203 (Rs5,256,254), which is evident from the foreign payments vouchers of the PIA.

The FIA claims that based on the above mentioned facts, prima facie it has been established that Hildenbrand unlawfully appointed Bachhofner, which caused a huge loss to the national exchequer, and committed the offence of criminal misconduct and breach of trust, due to which the agency has registered a case against them. Further investigations are underway.

FIA to also investigate grounding of PIA aircraft for months and delays in their maintenance causing loss of more than billion rupees.

Engines and and Auxiliary Power Units (APU) of the grounded aircraft were installed on other aircraft in airline's fleet.

PIA also had to make lease payments for the grounded aircraft.

Former MD PIA Nadeem Yousafzai has filed an appeal against FIA in the Sindh High Court. The FIA has been accused of harassing Mr. Yousafzai in the case of six used Airbus A310-300 aircraft purchased by PIA in year 2012 during his tenure as airline's MD.

FIA Corporate Crime Circle - Karachi has arrested former PIA Director Engineering Maqsood Ahmad over alleged signing of illegal contracts with companies that caused loss of 1.25 billion rupees. Plan to upgrade PIA Boeing 777-200LR Business Class part of the investigation.

Raids being conducted to arrest other individuals nominated in the case.

Former PIA chairmen Nasser Jaffer and Irfan Elahi and then acting CEO Bernd Hildenbrand are also booked in the case in which then Director Engineering Maqsood Ahmed has been arrested.

"They caused a loss of Rs1.25 billion and made advance payments for upgrade of business class seats and entertainment system in 2014-16,". "The seats were never replaced and the system was never installed".

The board of directors of the PIA in its 351st meeting in 2013 had approved upgrading business class seats and in-flight entertainment system, changing cabin ambiance including carpets, seats, covers, curtains, side trim, toilets, gallery, business class utility pack/gift items etc.

The FIA said ex-chairman Jaffer had approved a firm (Sogema) for changing seats of the entire fleet of Boeing 777s `dishonestly and illegally with ill motives by abusing his official position` The board of customer services committee did not recommend Sogema and it was also not the lowest bidder.

Then chairman Elahi and acting CEO Hildenbrand also dishonestly approved advance payments to Sogema and another firm, Panasonic, without bank guarantees and in violation of set rules.

Till November 2016, without executing any formal agreement, PIA made an advance payment of 5,331,600 and $756,449 to Sogema and Panasonic, respectively, in violation of PIA rules.

The material/ items and services against which advance payments/agreements were made were never received by PIA.
