Today, Federal Information Fawad Chaudhry at media briefing informed that the process of hiring Chief Executive Officer (CEO) for PIA has been initiated.

Chief Executive Officer


Pakistan International Airlines, the national airline of Pakistan, is implementing its focused revival strategy to steer the company on path of growth and success.

The airline requires a highly experienced, dynamic and passionate professional with strong operational, financial and commercial acumen to be hired as a full time Chief Executive Officer (CEO) on contract basis for a period of three years. The Chief Executive Officer position shall be the focal position to implement the turnaround strategy for the national carrier.

The ideal candidate is required to share a passion for reshaping PIA and bring it to stand in the league of major national airlines. The selected person shall be required to develop and lead a major Change Management Program to address PIACL's financial, operational, commercial and cultural turnaround, including guiding and motivating its people to deliver their best performance as a team.

The successful candidate will also be expected to have excellent people management and communication skills with a 'can do' attitude.
  1. ELIGIBILITY CRITERIA

    Educational Qualifications:
    1. Possess at least, Master's degree from a well-reputed institute and recognized by the HEC, related to science, engineering, war course, shipping, naval, aviation or military operations and related disciplines, or
    2. Be chartered accountant, or
    3. Be a recognized business or professional with a post-graduate degree in Business Administration or Public Administration of finance or commerce or marketing or banking or equivalent from any institute recognized by the HEC
  2. WORK EXPERIENCE:
    Minimum 25 years of working experience preferable in aviation sector/including aircraft operations/aircraft acquisition/aircraft sales, induction & upgrade in reputable airline/aviation organization with minimum of 10 years' experience in a senior management position in relevant professional areas inter-alia, science, technology, finance, law, business, social sciences etc.
  3. AGE: between 48 and 62 years on 1st January, 2019
  4. Officers presently working in service of Pakistan may also apply through proper channel. In case of selection for the appointment, the officer shall have the right to retain his/her lien with the parent department
  5. SKILLS AND COMPETENCIES:
    1. Proven hands on experience of dealing with major stakeholders including government, regulators, external authorities, other third parties and bodies, such as aircraft OEMs and personnel of various specialties
    2. Proven ability to effectively lead and inspire large/diverse teams
    3. Ability to think strategically and set strategic direction
    4. Strong operational and business acumen
    5. Effective communicator who is able to communicate at all levels from ministerial level to staff cadre
    6. Ability to solve problems and make effective decisions even when under pressure
    7. Strong interpersonal skills with the ability to build and maintain professional relationship/network
    8. Customer centric with a passion for service excellence
    9. Resilient individual and able to work under pressure
    10. Proven track record of honesty, integrity and strong work ethic
  6. JOB DESCRIPTION & RESPONSIBILITIES:
    • Envision, lead and encourage the efforts of entire organization towards achieving overall business objectives. Responsible for devising corporate strategies, formulating growth plans and ensuring maximum utilization of available resources
    • Laying a foundation to achieve long term benefits through strategic policy making and continuous improvement for future development of organization. Ensure that the objectives of the organization, as agreed by the board, are fully, promptly and properly implemented.
    • Shaping organizational activities and utilizing full potential of all employees to attain highest standards of service at all levels. Creating a congenial and user friendly work environment for all employees of the organization.
    • Fostering a culture of employees best practices, work ethics and zero tolerance for corruption. Aligning established policies, procedures and work practices to achieve effectiveness and efficiency in all areas
    • Allocation of funds/capital to organization priorities and ensure that the necessary financial and operational data are made available for the annual report and its external audit
  7. OPERATIONAL RESPONSIBILITIES:
    • Establish roles for the top layer of the organization covering duties, responsibilities and resources. Develop a skilled and capable top management team. Develop and implement a strategy to attract and retain existing and potential business. Propose long term operational growth plans covering the development of routes, fleet, major facilities and revenue.
    • Indoctrinate systems leading to the production of detailed plans and allocated budgets for business units and supporting functions that are required throughout the network
    • To be fully aware of all safety and service quality requirements and to be responsible for the outcome and findings of all internal & external safety/quality audits
    • To ensure effective functioning of HSEQ steering and working committees. Assume responsibility for recording and reporting of all occupational hazards, accidents, incidents, near miss cases to the concerned agencies as per the management approved system procedures
  8. EXTERNAL RESPONSIBILITIES:
    • Develop and maintain the reputation and image of the corporation in official, financial and public circles and represent PIACL at official functions. Also develop and maintain relationships with interfacing government departments, Civil Aviation Authority and other international and domestic organizations/agencies at senior management levels for obtaining bilateral agreements and other facilities/services.
    • Ensure adequate representation at International Civil Aviation Organization (ICAO) and International Air Transport Association (IATA) meetings. Ensure that PIACL interest are appropriately represented on the platforms of joint venture or subsidiary companies and high image of PIACL at all media forum
  9. PAY PACKAGE:
    • Successful candidate will be offered market based salary and fringe benefits.
NOTE:
  • The selected candidates will be given employment on contract basis for a period of three (3) years, which may be extended.
  • The applicant shall be required to complete and sign application form (available on PIA website) along with copies of the degrees/testimonials duly verified by the Higher Education Commission (HEC) or the professional body or association, whichever is relevant.
  • The applicant shall also submit a declaration on a non-judicial stamp paper of requisite value (available on PIA website) that he is not ineligible to be appointed as a Chief Executive, in accordance with the provision of the ordinance and the rules.

By looking at two clauses, it is obvious that selection is already happen:

For e.g. In Qualification it says:
Possess at least, Master's degree from a well-reputed institute and recognized by the HEC, related to science, engineering, **war course**, shipping, naval, aviation or military operations and related disciplines.

And for work experience:

Officers presently working in service of Pakistan may also apply through proper channel. In case of selection for the appointment, the officer shall **have the right to retain his/her lien with the parent department**

is this really serious advertisement or some kind of a joke...
The most amazing part is 'have the right to retain .... '

Looks like a tailor made advertisement to select the incumbent. Looks like Mr. Malik wants to keep his PAF job as well, as Insurance policy.
This is just an excercise to give Malik some sort of cover before the court hearing.
Extremely shameful.

PIA seeks warfare experts among others for CEO spot

The Pakistan International Airlines (PIA) is seeking candidates with expertise in military operations, warfare and naval operations among other disciplines to fill the spot of its Chief Executive Officer (CEO).

In a newspaper advertisement, the national airline said that it is looking for “a highly experienced, dynamic and passionate professional” to be hired as a full time CEO on a three year contact. In the job requirements section of the advert, the educational requirements have been listed as anyone with a Master’s degree “from a well reputed institute and recognised by by the HEC, related to Science, Engineering, War Course, Shipping, Naval, Aviation or Military operations and related disciplines.”

The ad goes on to include chartered accountants, and recognised business professionals with post graduate degrees in public or business administration.

Some of the educational qualifications listed in the ad such as Master’s degrees in war course, naval, aviation, military operations and related disciplines are the degrees acquired by officers of the armed forces. The previously appointed CEO of the PIA was also an aviation expert and retired air force officer. Air Marshal Arshad Malik took charge as CEO and Chairman of the PIA in October 2018. He had been appointed after the appointment of the previous CEO of the PIA, Musharraf Rasool Cyan, was declared illegal by the Supreme Court.

Profile and experience wise, the previous CEO had a much stronger profile only to be deposed within less than 2 years by Supreme Court.
While now , PIA CEO appointment has been done without considering merit or experience while the highest court seem to be turning a blind eye to as compared to past.

People who work in PIA and know internal affairs much more better can give a proper view, but atleast one can see from searching on internet , clear biased and unfair things are taking place with regards to his organization at top management level atleast.

`Tailor-made` ad issued to adjust PIA CEO: Rabbani

ISLAMABAD:
Senator Mian Raza Rabbani alleged on Tuesday that the Pakistan International Airlines (PIA) had released a tailor-made advertisement to hire a permanent chief executive officer apparently to accommodate the incumbent CEO.

Speaking during the question hour in the Senate, he said the qualifications required for the position included irrelevant areas like war studies and military operations.

Aviation Division is monitoring the process of CEO PIA appointment and will make the final decision.

PIA’s board has finished interviewing shortlisted candidates for the post of CEO, and the name is expected to be announced in the coming days.

The interviews were conducted at the Aviation Division and those in the running for the post also include the current CEO.

What PIA Board is doing is also a type of corruption. First they approve the advert specifically designed for an individual and then they conduct sham interviews to give legal cover to the hiring of that individual.

This is straight forward corruption and the Board should be arrested by NAB.

Supreme court should wake up too. All this is being done to hoodwink them.
