Hailing from air force, Mr. Murtaza was selected as Civil Services of Pakistan (CSP) in 23rd Common Training Program (CTP) under
Pakistan Administrative Service (PAS).

As a civil servant, he has extensive experience in administrating, procurement and project planning. He remained MD Sindh Public Procurement Regulatory Authority (SPPRA), MD Utility Stores Corporation (USC), MD Pakistan Electric Power Company (PEPCO) and Chairman Employees' Old-Age Benefits Institution (EOBI).

Currently, he is senior PAS/BS-21 officer, with Principal Secretary to Governor as his substantial charge.

He was appointed as CEO Sindh Infrastructure Development Co. Ltd. (SIDCL) by the federal cabinet and notified by establishment division on May 18, 2020.

The Federal Government has been pleased to transfer and post/appoint Flt. Lt. (Retd.) Khaqan Murtaza, a BS-21 officer of Pakistan Administrative Service, presently posted under Government of Sindh, as Director General, Civil Aviation Authority, under Section 10 of the Civil Servants Act, 1973, with immediate effect and until further orders.

I doubt, as a bureaucrat he enjoys very good reputation. He was removed from USC on change of govt.

On November 30, newly appointed DG CAA Flight Lieutenant (retired) Khaqan Murtaza took charge of his office and arrived at CAA headquarters in Karachi where he attended an introductory meeting/breifing participated by Additional DGs, Deputy DGs and Director HR.

18 candidates interviewed for DG CAA post : Senate told

ISLAMABAD: Minister for Aviation Ghulam Sarwar Khan on Friday apprised the Senate that some 18 candidates were interviewed for the post of Director General Civil Aviation Authority (CAA) but no suitable candidate was found.

In responding to a question during Question Hour, he said that the advertisement for the post of DG CAA was advertised on July 4th and 5th, 2020 and the section committee headed by Aviation Minister interviewed the shortlisted candidates.

He said a summary for the Cabinet was moved by the Aviation Division on October 26, 2020, seeking permission for re-advertisement of the post of DG CAA and extension in the Additional Charge of DG CAA assigned to Secretary Aviation Division.

The Federal Government approved the extension in Additional Charge of post of DG CAA held by Secretary Aviation Division for further 90 days or till the appointment of regular incumbent whichever was earlier. He said on November 27, 2020, the Federal Government appointed Flt. Lt. Khaqan Murtaza, a BS-21 officer of Pakistan Administrative Service, as DG CAA. The current DG CAA was appointed by Federal Government as defined in clause 09 of PCAA Ordinance 1982, he said.

I personally know two gentlemen who were initially shortlisted, however later disqualified when upper age limit was reduced to 57 from initially advertised.
Both were professionals, vast aviation regulatory experience in international bodies, technical and operational back ground.
Can't say which heera Ghulam Sarwar is looking for.
