Government of Pakistan with its revitalization plan for Civil Aviation Authority (CAA) needs highly qualified, experienced and energetic professional, to be hired on contract basis as Director General of the authority.

Terms & conditions of service shall be as under:
  • Pay Group - market based - to be settled keeping in view the capabilities of the selected candidate.
  • The Director General shall hold the office for a period of two years extendable on two-yearly basis and subject to such terms and conditions of service, as the Federal Government may determine.
  • Prospective candidates possessing following pre-requisites may apply for the position:
    1. The vision and leadership skills to manage a large commercial aeronautical organization.
    2. Should be conversant with aviation regulations.
    3. Having in-depth knowledge of local and global aviation including project management and experience of conducting international agreements.
    4. Ability and interpersonal skills to lead the team of highly experienced, professional and technical staff of the authority.
    5. Ability to formulate and achieve strategic goals and objectives for the authority.
    6. Must have a minimum ability in any aeronautical organization or service preferably having aviation related experience.
    7. Experience of large corporate sector will be an additional advantage.

Govt stopped from CAA head’s appointment

LAHORE:
The Lahore High Court restrained on Wednesday the federal government from finalising candidate for the post of Civil Aviation Authority (CAA) director general till decision on a petition about the appointment process.

Zahoor Akbar, a joint director of the CAA, assailed the advertisement published by the government for the DG post.

Petitioner’s counsel Nabeel Javed Kahloon argued that the government set 62 years as maximum age limit for the eligibility of the candidates keeping the most senior serving pilots away from the appointment process.

He pointed out that a retirement age for pilots in commands was 65 years, whereas the maximum age limit for the CAA’s director general had been set 62.

The counsel stated that as per the advertisement a candidate having no experience of relevant field could also apply for the post, whereas the rules of the CAA said that only those having experience of aviation field could be appointed as head of the aviation authority.

The lawyer argued that the criterion mentioned in the advertisement was based on mala fide just to accommodate blue-eyed candidates. He asked the court to set aside the process for the appointment and order the government to re-advertise the post in accordance with law.

Justice Farrukh Irfan Khan issued notice to the government for May 23 and restrained it from finalizing any nominee for the post till decision of the petition.

CAA does not have it own mail server?
It has; @caapakistan.com.pk but the section officer CAA at the aviation division is not part of CAA: he is a civil servant working for the aviation division.

The procedure/criteria given in advertisement for hiring DG CAA has been challenged at Lahore High Court (LHC). The appeal seeks appointment of an expert with vast experience in aviation as DG CAA.

The court has issued notices and seeking response from Secretary Aviation and current DG CAA.

The vacant post of DG CAA was advertised on 13.03.2018.

The Prime Minister constituted a Selection Board for Appointment of DG CAA. The meeting of the Selection Board headed by Abdul Razaq Dawood, Advisor on Commerce, Textile Industry and Production & Investment was held in Aviation Division on 01.11.2018. The Selection Board interviewed short-listed candidates.

The Selection Board was of the unanimous view that the CAA is a commercial entity; the qualification/experience prescribed for the post of DG CAA in the advertisement only makes eligible those candidates having 20 years of aeronautical experience. Resultantly, candidates from general/commercial aviation sectors could not be considered.

The selection Board accordingly decided that the post of DG CAA may be re-advertised at international level to attract talent including commercial/private sector with more qualified candidates and the same was re-advertised and the last date for submission of applications was 31st December, 2018.

Successful candidate shall be offered market-based competitive salary, commensurate with the qualification and experience.

Tenure/Terms of Employment

Qualifications & Experience
  • Master's/Bachelor's degree or equivalent professional qualification in Business/Public Administration, engineering, finance, accounting, economics, law or management from a reputable educational institution, duly recognized by the Higher Education Commission of Pakistan.   • Familiarity with major economic and technological trends in civil aviation and an in-depth knowledge of local and global aviation matters, including commercialization, project management, and experience of conducting international agreements.
  • Should possess multi-disciplinary policy and strategy formulation ability to plan civil aviation functions as a regulatory and operational body.
Required Skills & Competencies
  • Ability to formulate and achieve strategic goals and objectives.
  • Ability and interpersonal skills to lead a team of highly experienced, professional and technical staff to achieve the strategic goals and maintain harmonious working relationships in a diversified environment.

The Pakistani aviation regulatory body is without a full-time head since March 2018!

The contract appointment of Air Marshal (Retd) Asim Suleman as DG CAA was terminated on March 1, 2018.

Since then Secretary Aviation getting additional charge of DG CAA.

The application for the head of such a strategic organisation is sought from a gmail address. No wonder they could not ensure sanctity of their computer based examination system.

Islamabad High Court irked by govt failure to appoint CAA chief

The Islamabad High Court (IHC) observed on Wednesday that the government’s inability to appoint a permanent director general of the Civil Aviation Authority (CAA) had made the issue of the licences of commercial pilots controversial.

While hearing a petition filed by a sacked pilot, IHC Chief Justice Athar Minallah issued a notice to the attorney general and sought explanation why the post of the CAA DG had been lying vacant for over two years.

Mohsin Ali, a section officer, appeared in the court on behalf of the Aviation Division but the court observed that he could not give satisfactory explanations on queries raised by the court.

He could not explain why the matter was delegated to the acting director general of the CAA when the Lahore High Court vide its order of Dec5, 2019 had directed the secretary of the Aviation Division to consider the objections and pass a speaking order.

The section officer could not give a satisfactory explanation for the government’s failure to appoint an eligible and competent person as DG of the CAA on a permanent basis for the last two years, Justice Minallah noted.

Section Officer Ali said that advertisements were published in the newspapers twice, but a suitable person could not be identified for the post through the process.

Justice Minallah remarked that appointing an eligible and competent person against the post of director general of the authority fell within the exclusive domain of the executive organ of the state.

“Prima facie, it does not appear from the statutory provisions that the manner of appointment by way of advertisement has been prescribed,” the court observed. It noted that in the case in hand, the fundamental right of every citizen, guaranteed under Article 14 of the Constitution, was involved.

“The manner in which this case has been handled, prima facie, indicates gross mismanagement. The issue relating to licences of commercial pilots and the proceedings conducted by the acting Director General of one of the most important regulatory authorities i.e. the Civil Aviation Authority has profound consequences for the image of the country and the interests of the national airline i.e. Pakistan International Airline Corporation,” the court observed.

Putting the attorney general on notice, the court asked him to “seek instructions from the Federal Government and explain the unreasonable delay in appointing an eligible and competent person on permanent basis against the post of Director General, Civil Aviation Authority.”

On September 8, Islamabad High Court (IHC) expressed reservations over running of DG CAA office on ad hoc basis by the government while hearing case of a pilot's licence.

IHC Chief Justice Athar Minallah sought assistance from Attorney General on the matter and adjourned hearing till September 23.
