Federal Government of Pakistan has constituted a three-member Board of Review to review cancelled pilot license cases referred by courts and Director General (DG) Pakistan Civil Aviation Authority (CAA).

CAA is advised to submit cases of pilots who have requested review of their license cancellation orders to the Aviation Division for review by the Board of Review.

Lahore High Court (LHC) had ordered formation of a board to review cases of cancelled pilot licenses.

FIA in its investigation of pilot license scandal has arrested a man who was working as an assistant at CAA License Branch.

The arrested man along with his accomplices is accused of accepting PKR 15,500,000/- for issuing dubious pilot licenses.

CAA also has nominated an Additional Director Licensing in the case who is also accused of clearing himself in pilot license exam to get job promotion.

A pilot also has been nominated in the case investigated by FIA.

Eight persons have been nominated in a new FIR, says FIA.

FIA is continuing its investigation and with the help of cyber crime experts also questioned CAA IT department officials, according to news sources.

According to news sources:

An accused involved in issuance of pilot licenses in dubious manner bought two properties in Karachi - a luxury flat in Gulistan-e-Johar and commercial plot in New Karachi - after receiving money for illegal activity in license issuance process, according to investigation.

Federal Investigation Agency (FIA) has filed First Information Report (FIR) against an employee of CAA Licensing Branch who allegedly purchased properties in Karachi with bribery money from pilots who were cleared/passed in exams fraudulently and dishonestly.

What about Sr Officers like Director/ Sr Director and Joint Director for ATL?

This is impossible that all this mess was created and handle by these 5 guys and Sr Officers had no idea what's going on.

Until Chairman CAA and directors are not inquired appropriately, there is no way this case get logical closure.

In other words, this is just the tip of the iceberg. These 54 pilot wannabes only got caught because they bribed someone dumb enough to create an impossible paper trail.

Two CAA officials held for issuing fake licences

ISLAMABAD:


The Federal Investigation Agency (FIA) has arrested two senior officials of the Civil Aviation Authority (CAA) for their alleged involvement in the fake pilot licence scandal.

After obtaining evidence, the FIA registered a case and arrested two senior CAA officials -- Senior Joint Director Faisal Manzoor Ansari and Senior Superintendent Licensing Branch Abdul Raees -- and a pilot, Malik Abid Hussain.

The FIA said the two officials received large sums of money in exchange for issuing fake pilot licences.

The money received was later transferred to various bank accounts by the CAA officials.

The Supreme Court had ordered the CAA to investigate the fake pilot licence scandal.

On the recommendations of the board of inquiry, the FIA was directed to file a case against the employees of the CAA involved in the fake pilot licence scandal. The FIA Corporate Crime Circle Karachi started investigating the case.

A total of 31 accused including CAA employees and those who obtained fake pilot licences have been named in the case.

Raids are under way to arrest other suspects.

In June last year, Aviation Minister Ghulam Sarwar Khan had made a startling revelation that 262 pilots, out of total 860 in the country, had "suspicious flying licences" and would be grounded immediately.

Later, the PIA announced that it would ground a third of its 434 pilots.

Later, the PIA sacked 17 pilots for having 'dubious' flying licences on the order of the federal cabinet.

They included 12 captains and five first officers.

In the wake of the fake licence scandal, the European Union Air Safety Agency (EASA) has suspended PIA’s authorisation to operate in EU member states for six months expressing concerns over the minister’s statement.

Following the EASA’s move, the UK Civil Aviation Authority said it was withdrawing PIA’s permit to operate from three of its airports. “PIA flights from Birmingham, London Heathrow and Manchester airports are suspended with immediate effect,” a spokesperson for the authority told Reuters. The three were major flying destinations for the airline.

Later, the United States also imposed a ban on flights of the national flag carrier for six months citing dubious licences.

On June 25 the same year, Chief Justice Gulzar Ahmed took notice of the matter and the apex court issued directions for the registration of criminal cases against the officials involved in the issuance of fake licences to pilots.

The court also ordered the relevant authorities to immediately conclude the proceedings against pilots with fake licences. It also expressed its dissatisfaction over the reports submitted to the court by the CAA and the PIA.

During the hearing, Chief Justice of Pakistan Gulzar Ahmed remarked that CAA computers were not secure.

The CAA director general informed the court that the government was introducing reforms in the authority. The chief justice CJP remarked that the incumbent administration of the CAA was incapable of running the authority.

They belong to a special privileged class that can never do any wrong its only the bloody civilians that have to pay.

Public Procurement Regulatory Authority (PPRA) has barred Pakistan Civil Aviation Authority (CAA) from entering into a negotiated deal with UK's aviation regulator to train Pakistani pilots.

PPRA has advised CAA to instead float an international tender for training the pilots in line with global standards.

Director General Pakistan CAA Khaqan Murtaza insisted that the outsourcing of commercial/airline transport pilot licence to the UK Civil Aviation Authority was a temporary arrangement.

“We will not disband our licensing system,” he said. “This outsourcing will be for two to three years.”

About the exam process, he said that all exams would be conducted in Pakistan by the UK CAA on the pattern of the O/A Level examination conducted by the British Council on behalf of Cambridge International. “Our kids will not have to go abroad [for exams].

Answering a question about increasing the cost of the exam for the potential candidates, he said that it was proposed that the CAA would provide some subsidy to candidates appearing for the first time in the initial level of testing.

Mr Murtaza conceded that the outsourcing plan had hit a delay because of the involvement of payment of foreign exchange by the CAA to the UK. “There’s a delay because of financial issues and it requires approval from the federal cabinet.”

Federal Investigation Agency (FIA) is conducting investigation of Pakistan Civil Aviation Authority (CAA) officials and others involved in issuance/obtaining of flight crew licenses on the basis of bogus/fraudulent examinations and fraudulent activity in Airline Transport Pilot License (ATPL), Commercial Pilot License (CPL) and Flight Instructor (FI) examination process.

FIA has sent a letter to Airline Operators Committee - Karachi for distribution to Station Managers of Pakistani and foreign airlines. A list of individuals being investigated in license scandal is attached to letter and airlines have been advised to inform if any of the listed individuals worked for the airline espeically as pilot.

Airlines have been advised to respond by providing employee/pilot name, CNIC number, license number and job duration.
