In a directive issued by Pakistan Civil Aviation Authority (CAA), Pakistani airlines have been asked to equip their aircraft with global tracking system by November 12, 2015, deadline.
The directive is issued under International Civil Aviation Organization (ICAO) amended guidelines following an incident in which a Malaysia Airlines Boeing 777-200ER aircraft performing scheduled passenger flight MH-370 from Kuala Lumpur to Beijing with 227 passengers and 12 crew went missing on March 8, 2014.

Re: Pakistani Airliners to be Equipped With Tracking System
Typical politicians, who is paying for this? They expect airlines to just absorb the cost. What is the incentive for the airlines? None of the Pakistani carriers most likely can absorb the cost.
