According to news sources, today Special Assistant to Prime Minister on Aviation Shujaat Azeem gave a briefing to finance minister about proposed Pakistan National Aviation Policy.

Policy recommendations include:

* Outsourcing landside/terminal buildings of airports to private sector.
* Increase in minimum investment required for establishment of airline in Pakistan by private sector.

Finance minister said that the policy should also be presented at a meeting of Economic Coordination Committee (ECC).

According to PTV News, Economic Coordination Committee (ECC) meeting chaired by finance minister today approved draft of Pakistan National Aviation Policy - 2015.

Airports of Islamabad, Karachi and Lahore will be outsourced under the new aviation policy, according to news report on following link:

Ceremony for approval/introduction/implementation of Pakistan National Aviation Policy - 2015 being held in Islamabad now. Ceremony live broadcast on PTV News.

Ceremony attended by Prime Minister Nawaz Sharif, Finance Minister Ishaq Dar, Special Assistant to Prime Minister on Aviation Capt. Shujaat Azeem and others.

The new aviation policy has been introduced after a gap of 15 years.

Under the National Aviation Policy 2015

* Paid-up capital for an airline operations has been enhanced from Rs100 million to Rs500 million with an aim to attract financially-sound investors in the aviation sector.

* A minimum of three airworthy aircraft have been fixed for domestic and five planes for international operations for any airline company to operate.

* The maximum aircraft age at the time of induction has been fixed at 12 years.

* Any aircraft reaching the age of 20 will have to be replaced.

* Period of aircraft on wet lease increased from 90 days to 180 days. Wet-leased aircraft should not exceed more than 50% of the fleet capacity of the airline.

4.2 Airline Registration, Size and Age of Fleet

In the past, airline licenses granted to financially unsound operators gave rise to opportunism, thus compromising safety, security and quality of service in local market. Local operators were allowed unlimited wet leased aircraft operations on domestic as well as international routes. As job market for local pilots, engineers, technicians and cabin crew dissipated, the business of training institutes such as flying clubs etc. were also adversely affected. Hence, the requirements of enhanced paid-up capital, fleet registration, its size, and restriction on wet lease operations on foreign registered aircraft in the country will ensure better safety oversight. It shall also boost the local job market and training activities. Therefore, following requirements are stipulated:

a. Fleet registration in Pakistan by all operators shall be mandatory.
b. Foreign airlines shall be permitted to take equity stakes up to 49% in domestic carriers.
c. Minimum fleet size for domestic operators shall be three (3) airworthy aircraft and for international operations shall be five (5) airworthy aircraft. Calendar age of all types of commercial aircraft, operated by Pakistani operators shall not be more than twelve (12) years at the time of induction with minimum of 35% remaining operational life. Operational life expectancy shall be based on international standards considering limitations on maximum hours, flight cycles, chronological age and environmental exposure. Aircraft older than twenty (20) years, being operated by Pakistani operators, including non RPT operators utilizing aircraft for commercial passenger service, shall not be allowed to continue operations in Pakistan. The existing operators shall fulfill this requirement within 2 years.
d. Shall have aircraft that meet the international noise and environmental standards.
e. For charter operation of passenger aircraft (domestic/international) minimum requirement shall be two (2) airworthy aircraft.
f. For cargo operation, one (1) airworthy aircraft shall be acceptable.

4.3 Paid-up Capital and Security Deposit for Airline Operators

Paid up capital for RPT license shall be enhanced to Rs 500 million
4.7 Policy Guidelines for Dry or Wet Lease of Aircraft

Dry lease shall be encouraged over wet lease arrangements. There shall be no permanent addition to capacity by inducting foreign registered aircraft on wet lease.

4.7.1 Wet Lease Special Condition

Temporary induction of foreign registered aircraft on wet lease may be permitted under following conditions:

a. Extra ordinary/special circumstances (such as aircraft accident or Hajj, Umra or ziarat operations, etc.)
b. Permissible up to maximum of 180 days, not extendable further.
c. Calendar age of all types of aircraft shall not be more than 12 years.
d. Wet leased capacity (Available Seat Kilometers) shall not exceed more than 50% of the total capacity at any point in time. Special consideration may be given by DG CAA for Hajj operations.

How old are our A310s?

Did we get them all before 1997? Otherwise in 2017 they'll be 20 years old. I don't know if we will get A330s on dry lease in time.

^ All A310s in PIA fleet are already more than twenty years old.

The youngest Airbus A310-300 in PIA fleet is AP-BEU built in 1994.

Wow

Shaheen 10~ 737-400 (and some A330s?) and PIA 5 A310s and 1 b747. I hope they can get new planes within two years.

Also PIA A320s, all 777s and ATR42 will also retire in the next decade. I think this policy not fair to newer airplanes, because 777 should be able to fly at least 25-30 years because they're quite advance. Plus they will still be made for years to come.

But in your post it says "12 years from time of induction." That means our 777 inducted in 2003 (i think) is already 12 years old.

Yes, that's strange part of the policy. Some of the leading airlines in the world are operating aircraft that are more than twenty years old.

Instead of imposing ban on more than twenty years old aircraft, Pakistan CAA should introduce tough regulations to ensure international standard regular top quality aircraft maintenance checks and crew training for flight safety. All old and new aircraft operated by Pakistani airlines should have good quality maintenance record.

The aircraft should not be more than twelve years old at the time of its induction in airline's fleet.

Yes they should enforce strict maintenance checks. Even new planes can crash if maintenance is not good.

An airline will be glad to spend extra on checks if it can use aircraft for 21-25 years. Aircrafts are very expensive. This policy should only apply to old aircrafts like A310s, A300s, 737 classic and ATR <500. Many airlines are now flying old jets as oil price fall, because plane finance is paid off, so all they have to pay extra is fuel and maintenance. So these old aircrafts are more profitable to fly.


A320s, A330s, A340s, 737-NG (came in 1998), 777 are very modern jets and expensive to replace. Plus, apart from A340s, all these are still made today and have orders to continue well up till 2020. And they're popular so easy to source parts.

Plus many A320s, 737-NG, A330s and 777 will retire next 5 years as NEO and MAX versions are available, which can mean PIA getting good deals on such aircraft if it wants to. Correct me if I'm wrong, but A320 made in 1995 is same as A320 in 2015. The only problem would be airworthiness and structure life.

What if there's A320 that hasn't been flown a lot. It can be a good deal.

Today Air canada a320 crash (lost one wing news says). No one died. But it was 24 years old plane. It hit some electric wire.

If Air Canada (which has very good air record) is allowed to fly such old planes, so should any airline in Pakistan if the aircraft is deemed air worthy and follows all required maintenance.

PIA is getting many old A320s and ATRs, or even new aircrafts. 20 years is too harsh.

I think it's a common misconception. When a plane crashes and it's 20 or so years old, people start thinking that is the problem. I think Lufthansa flies 737-300 fine even today, which they introduced in 1986, so 29 years ago. Even Southwest using 127 737-300s and some 500s..

As per Express Tribune, formal implementation of NAP-2015 will start from June 2015.

"Recently, Pakistan announced a new aviation policy which bars local airlines from using aircraft aged over 20 years. The new policy has technically come into effect but its formal implementation will start after the national budget is announced in the month of June."

Talking to PTV News, a senior official of Pakistan Civil Aviation Authority (CAA) said that airlines are benefiting from new National Aviation Policy introduced in 2015. He said that:

* Tax/duty exemptions helped Pakistani airlines in inducting dry leased aircraft in 2015/16.
* Term for wet leased aircraft increased from three months to six months.
* Equal opportunities given to Pakistani and foreign airlines.
* Foreign airlines encouraged to operate flights from airports of Quetta, Multan and Faisalabad because Pakistani airlines were not able to meet the demand of flights at these airports.
